Education:

Early childhood education, early childhood development, education policy and planning, economics of education, or a closely related social science discipline.

Work Experience:

A minimum of twelve (12) years of progressively responsible professional experience in early childhood education and/or education systems analysis, of which at least five (5) years in multi-country or regional ECE systems diagnostic, review and planning work.

Demonstrated professional experience in Pacific Island Countries, including direct technical work with Pacific ministries of education on ECE systems, and specific experience in the Fiji pre-primary sub-sector, including working knowledge of the Fiji Pre-Primary Policy and of Fiji’s education sector planning processes and ECE stakeholder landscape.

Background:

Established by United Nations General Assembly resolution 50/166 in 1996, the United Nations Trust Fund to End Violence against Women and Girls (UN Trust Fund) is the only global, inter-agency, General Assembly-mandated financing mechanism dedicated exclusively to ending violence against women and girls. Administered by UN Women on behalf of the United Nations system since 2010, the UN Trust Fund channels long-term, flexible financing and support to civil society and women’s rights organizations leading locally driven, survivor-centred efforts to prevent and end violence against women and girls. Over three decades, it has supported more than 700 initiatives across more than 140 countries and territories, while fostering collaboration across civil society, women’s and feminist movements, Member States, the United Nations system and other partners.

The assignment takes place as the UN Trust Fund begins implementation of its Strategic Plan 2026–2030 and marks its 30th anniversary. The new Strategic Plan provides a roadmap to deepen support to frontline women’s rights and civil society organizations at scale, strengthen locally led and flexible financing, respond to increasingly complex crisis and humanitarian contexts, advance evidence and accountability, and mobilize sustained and diversified resources for ending violence against women and girls.

 The Resource Mobilization and Advocacy Analyst will provide dedicated capacity to advance these priorities, including partner engagement and stewardship, resource mobilization, advocacy and content development, 30th Anniversary convening support, Key global moments (UNGA, SVRI, 16 Days, CSW 2027 and others) and coordination of partnership agreements and related contracting processes. 

Under  the guidance and supervision of the Global Lead – Strategic Partnerships, Advocacy and Resource Mobilization, the Resource Mobilization and Advocacy Analyst will provide technical expertise and coordination support across the UN Trust Fund’s partnerships, advocacy and resource mobilization portfolio.

Scope of Work

1. Support the building and maintenance of strategic relationships with Member States, private sector and philanthropy

  • Support and maintain effective relationships with current and prospective Member State donors, including counterparts in capitals and Permanent Missions, as well as private-sector companies, foundations, philanthropies, high-level individual donors and other strategic partners.
  • Serve as a responsive entry point for external partners, supporting high-quality stewardship and timely follow-up on partnership discussions, commitments and requests.
  • Prepare and maintain donor and partner profiles, contact management records, engagement histories, partnership pipelines and intelligence on policy, sectoral, geographic and funding priorities.
  • Support senior-level bilateral meetings, missions and consultations through briefing notes, talking points, agendas, background materials, meeting records and follow-up actions.
  • Identify and assess opportunities to secure new, renewed, increased or diversified resources from Member States, private sector, philanthropy, UN Women National Committees and other relevant partners.
  • Support tailored partnership approaches and value propositions for different partner segments, ensuring alignment with UN Women and UN Trust Fund policies and priorities.

2. Coordinate resource mobilization and partnership development

  • Provide technical support to the implementation of the UN Trust Fund’s resource mobilization and strategic partnership priorities and related advocacy initiatives.
  • Undertake targeted research and analysis of donor and partner strategies, development cooperation policies, ESG and corporate social-impact priorities, philanthropic giving trends, political and economic context, and emerging funding opportunities.
  •  Draft and coordinate high-quality funding proposals, concept notes, investment cases, donor briefs, partnership propositions and other materials required to advance priority opportunities.
  • Support priority thematic and special funding initiatives through partner mapping, prospect development, outreach materials, engagement plans and systematic follow-up.
  • Coordinate closely, as relevant, with UN Women Strategic Partnerships and other corporate teams to ensure alignment, complementarity and compliance across resource mobilization and partnership activities.
  •   Track the partnership pipeline, anticipated contributions, next steps, deadlines and senior-level actions, and regularly flag opportunities or bottlenecks requiring management attention.

3. Support delivery of the 30th Anniversary Global Convening in Bonn

  • Provide coordination and administrative support for the preparation, delivery and follow-up of the November 2026 Bonn Global Convening and 30th anniversary activities.
  • Coordinate Member State, private-sector, philanthropic and other strategic partner engagement related to the convening, including invitations, confirmations, bilateral outreach, speaker liaison, briefing packages and senior-level participation.
  •  Support the dedicated private-sector and philanthropy engagement linked to the Bonn convening, including partner mapping, outreach, content development, meeting preparation and post-event follow-up.
  • Develop and coordinate substantive content for the convening, including session briefs, speaker briefs, talking points, moderator notes, background materials, partnership messages, donor-facing content and other event products.
  • Work with the Communications team and relevant colleagues to ensure coherence between programme content, advocacy messaging, visibility, partner recognition and resource mobilization objectives.
  •  Capture partnership, advocacy and resource mobilization opportunities emerging from the convening and maintain a structured follow-up plan to convert engagement into sustained relationships and, where appropriate, funding opportunities.

4. Coordinate contracts, agreements and related workflows

  • Serve as the coordination focal point for contracts and agreements falling within the Strategic Partnerships, Advocacy and Resource Mobilization portfolio, maintaining a consolidated tracker of status, deadlines, responsibilities and required actions.
  • Coordinate the preparation and processing of donor and contribution agreements, amendments, disbursement requests, partnership agreements, memoranda or other instruments, ensuring timely review, clearance, signature and filing in accordance with applicable UN Women procedures.
  •  Coordinate consultancy, vendor and service-provider contracting processes related to the portfolio, including preparation of scopes of work/TORs, supporting documentation, internal clearances, onboarding, deliverable tracking, payment milestones and contract closure, in close coordination with Operations, Procurement, HR and other responsible functions.
  •  Monitor contractual obligations, deliverables, reporting requirements and key dates; follow up proactively with responsible colleagues and partners to reduce delays and compliance risks.
  • Maintain complete and organized records of agreements, amendments, deliverables, approvals, correspondence and related documentation in relevant corporate systems and shared repositories.
  •  Flag contractual or implementation issues requiring management, legal, procurement or operational action and support their timely resolution; the Specialist will coordinate processes and documentation without replacing formal delegated approval authorities.

5. Develop advocacy, resource mobilization and partnership content

  • Draft high-quality advocacy and resource mobilization materials, including speeches, talking points, briefing notes, official correspondence, donor communications, concept notes, investment cases, partnership presentations and tailored funding asks.
  • Support production and adaptation of content linked to the Fund’s 30th anniversary, translating evidence, results and grantee partner experience into compelling messages for Member States, private sector, philanthropy and other external audiences.
  • Work with the Communications team to align advocacy and communication products with strategic partnership and resource mobilization objectives across print, digital, web, social media and event channels.
  • Support content and preparation for priority external moments during the assignment, including the Bonn convening, UNGA follow-up, the 16 Days of Activism, CSW preparation and other relevant advocacy opportunities.

6. Support donor reporting, internal coordination and knowledge management

  •  Maintain systems to monitor donor and partner obligations, reporting deadlines, agreement conditions and follow-up actions, coordinating inputs across relevant teams.
  • Support timely preparation and submission of donor reports and external updates, including coordination of substantive inputs and required documentation.
  • Provide technical inputs, as requested, to corporate and Fund-level reporting products, including annual reporting, CSW/HRC-related materials and other external accountability products.
  • Prepare concise internal updates on resource mobilization, donor and partner engagement, contracts and agreements, and progress against priority opportunities.
  • Strengthen knowledge management through well-organized records, templates, trackers, briefing materials, contact lists and lessons from partner engagement.
  •  Provide flexible surge support to priority partnership, advocacy, convening and resource mobilization tasks arising during the six-month assignment.
  •  Develop and maintain a Donor Frequently Asked Questions (FAQ) document, drawing on historical records, donor correspondence, agreements, reporting and recurring queries from the past three to five years. Coordinate across all UN Trust Fund micro-teams to validate inputs, capture recurring institutional questions and agreed responses, and ensure the FAQ remains accurate, consistent and useful for donor engagement, stewardship and resource mobilization.

Women and girls constitute more than half of Moldova’s population, yet they are under-represented in the bodies that make key decisions affecting their lives. Gender inequalities continue to persist in all areas of public and private life, while important progress has been recorded in the Republic of Moldova over the past 10 years.

The overarching vision of the 2030 Agenda for Sustainable Development is inclusive and sustainable growth with its promise to leave no one behind. Sustainable Development Goal (SDG) 5, target 5.5. calls to “ensure women’s full and effective participation and equal opportunities for leadership at all levels of the decision-making in political, economic and public life”. Gender equality by 2030 requires urgent action to eliminate the many root causes of discrimination that still curtail women’s rights in private and public spheres.  

The Beijing Declaration and Platform for Action, adopted in 1995, explicitly calls for the removal of all barriers that prevent women's full and equal participation in political life. In October 2024, the Committee on the Elimination of Discrimination against Women adopted General Recommendation No. 40 on the equal and inclusive representation of women in decision-making systems. The Recommendation provides comprehensive guidance to States parties on achieving equal and inclusive representation of women across all decision-making systems and sectors, with the aim of driving systemic and transformative change.

Women in politics and in decision making still confront stereotypes. According to the latest studies conducted by UN Women partners, it shows that patriarchal conceptions persist among a significant portion of the population. Gender stereotypes about women’s roles remain deeply rooted and have even intensified in recent years. The share of people who believe women have “no place in politics” rose from 18.2% in 2021 to 26.2% in 2025, while around 20% still consider women less capable of leadership roles. At the same time, traditional views about women’s primary role in family life have significantly increased, rising from 47.9% to 62.4%.

UN Women, in line with its mandate, supports women parliamentarians, women from government, mayors, councillors, and other women leaders and emerging leaders, including those from underrepresented groups, as a long-term investment in building inclusive and representative societies. This is achieved through capacity-building programmes, networking opportunities, inspirational events, and studies that encourage diverse women to participate in public life and decision-making, while strengthening their confidence, leadership skills, and campaign strategies.    

Over the years, UN Women has supported various platforms of women leaders at both central and local levels, including the Women MPs Caucus (across the last 3 legislatures), the Women Mayors Network, and the Women in Governance network (LiderELE programme), Women in Defense and Security Sector and peacebuilding, women entrepreneurs, women in leadership position in private sector (financial sector, IT Sector)  etc. These initiatives aim to equip, support, and inspire women leaders by providing them with the necessary tools to manage pressures, foster social innovation, and promote excellence in governance, while strengthening women’s active participation in decision-making processes, becoming agents of change, especially in the context of EU integration.

In order to equip actual women leaders and emerging leaders, such as legislators from senior and middle-level government positions, women MPs, and women mayors as well as women entrepreneurs, peacebuilders and those from security and defence with the necessary skills, knowledge, and confidence to succeed in their roles to effectively serve as change-makers in their legislative and representation functions, to provide tools to mainstream gender-sensitive culture in legislatures and society, UN Women Moldova Country Office will initiate an Academy for Women in Public Leadership. The Academy will represent a national platform to strengthen women’s leadership across the public leadership pipeline and will combine cohort-based learning, leadership labs, mentoring and coaching, peer learning circles, and an alumni network that ensures sustainability beyond a single cycle. 

In this context, UN Women Moldova will engage a team of international and national experts in various fields to deliver tailored trainings for up to 300 women from central and local administrations and civic activists, as well as women in management positions from banks, private companies, and business/commercial-oriented NGOs, in accordance with TOR requirements. The relevant topics will be linked to transformative leadership, strategic communication, social media, public speaking, mediation/conflict resolution, crisis management and safe Leadership in politics, gender-responsive policy-making, resilience, wellbeing, individual coaching and not limited to.

These initiatives are planned under joint efforts from 3 ongoing projects: the regional project “Women’s Increased Leadership for Resilient and Peaceful Societies” funded by Denmark; the project “Enhancing Peace and Prosperity through Women’s Leadership and Inclusion (Women for Peace and Prosperity)” funded by Switzerland; and UN Women Strategic Note Contribution funded by Sweden.

Description of Responsibilities/ Scope of Work

Under current TOR, UN Women Moldova seeks a national consultant or a team of consultants to provide capacity building on crisis management and safe leadership in public administration and politics. This capacity-building support may also extend to women in management positions in the private sector (banks, private companies, and business/commercial-oriented NGOs). 

The consultant is expected to deliver training courses tailored for women in leadership function in public and non-profit sector, as well as in private sector organizations (banks, private companies, and business/commercial-oriented NGOs). The developed methodology will contain topics related to transformative and adaptive leadership in politics and decision making; women’s leadership in crisis preparedness and resilience; violence against women in politics and online safety; framing, message formulation and public presence in high-pressure contexts; responding to sexist narratives and gender disinformation; psychological resilience; crisis communication and crisis-communication drills; and other relevant topics. Additional advisory services could be integrated in capacity development program. 

It shall be noted that the implementation of the tasks will require close collaboration with the UN Women team and the team of national and international consultants, and will be reporting to the corresponding thematic pillar leads and support of Project Analysts within the same area, who will be the point of contact on the contract and payment issues.

The selected consultant is responsible for ensuring the successful completion of the tasks, as follows:

  1. Develop learning modules/methodology on crisis leadership and safe leadership in politics, ensuring alignment with international standards, national legislation, and best practices, covering inter alia: framing and message formulation; public presence; responding to sexist narratives and gender disinformation; psychological resilience; and communication in times of crisis.
  2. Deliver at least 6 training sessions on crisis leadership and safe leadership in politics (up to25 participants * up to 6 trainings). Pre- and post-training questionnaires assessing the knowledge of participants will be developed and conducted.
  3. Provide individual mentoring/advisory sessions for the beneficiaries of the program, on demand, within, or as a component of the capacity building program. 
  4. Develop a Final Report on the assignment, summarizing lessons learned, challenges, and recommendations for future capacitybuilding opportunities.

The assignment should be carried out within a period of 12 months with possible extension (up to 30 working days) with possible extension. The above-mentioned tasks are indicative and subject to further detailing through specific service requests to be made by UN Women Moldova CO during the contract duration; other tasks and duties may be revised/added if required as per expertise.

Deliverables

The Consultant will provide overall coordination and technical leadership for the delivery of the training and will be responsible for preparing, consolidating, and submitting all required deliverables, including:

•  Learning modules/methodology, facilitation guides and training materials, approved by UN Women;

•  Training sessions delivered as per the approved methodology, including agendas, attendance records and pre- and post-training questionnaires with analysis of results;

•  Final Report on the assignment, summarizing results achieved, lessons learned, challenges, and recommendations for future capacity-building opportunities.

UN Women will be responsible for organizing the logistics and coordinating participant invitations. All deliverables shall be agreed with UN Women and provided in electronic format.

Payment Details  

The Consultant shall be paid for the services performed under the Contract on a per-day basis. UN Women shall pay the Consultant upon certification by UN Women that the services have been satisfactorily performed, and upon submission and approval of corresponding deliverables and timesheets. The fee may be payable in installments and the number of days worked is to be determined solely by UN Women. The Consultant agrees and acknowledges that acceptance of the Contract does not guarantee any minimum fee to be paid to the Consultant.

This is a home-based consultancy.

Part of the Strategic Partnerships Division, the Private Sector Partnerships (PSP) Section leads UN Women’s engagement with the private sector, corporations, philanthropy, foundations, and individuals - both in terms of a substantive components and resource mobilization - and it drives a wide range of UN Women’s global initiatives: HeForShe, Women’s Empowerment Principles (WEPs) and Unstereotype Alliance (UA). It also leads the work with all UN Women National Committees, and on the development of the individual/digital giving business line for private sector. PSP’s main aims are to ensure that UN Women develops and sustains high quality and impact focused partnerships to achieve maximum results for gender equality and women’s empowerment.

The Barbershop Toolkit is a HeForShe participatory program, rooted in the Transforming Patriarchal Masculinities (TPM) approach, and designed to engage men and boys in exploring equitable masculinities, gender equality, and social norms change. To scale the initiative across multiple countries and languages, UN Women seeks to establish a roster of qualified facilitators who can deliver Barbershop sessions and support local adaptation processes. The Consultant Roster is a deployment mechanism maintaining pre-vetted experts within an area of specialization and related sub-specializations. The roster is established to meet the organization’s growing need for access to expertise and to accelerate delivery. The roster provides HQ, Regional and Country Offices access to a large pool of pre-vetted candidates to be able to kickstart new programmes, accelerate delivery of existing programmes and/or respond to emergency situations/urgent assignments requiring rapid deployments of qualified expertise.

The consultant will report to the Partnerships Engagement and Special Initiatives Advisor, and Global Head of HeForShe who will serve as the focal point for all contractual and payment-related matters. The consultant will otherwise be expected to work independently to prepare and deliver contextualized Barbershop sessions in accordance with Barbershop methodology, facilitation standards and implementation protocols, including M&E framework. Consultants will also be required to participate in mandatory onboarding and knowledge exchange webinars (up to 10 hours per year); however, time spent attending these sessions will not be compensated.  The Barbershop Toolkit Sessions themselves are expected to be delivered starting in Q4 2026.

Inclusion in the roster does not guarantee assignment/employment, as engagements are contingent on programme needs, partner requests, and available resources.

         Translation Services:

Output and Payments

PAYMENT SCHEDULE:

The Ministry of Social Development plays a central role in regulating the social protection system in Jordan, including the supervision of shelters and protection services provided to the most vulnerable groups, particularly women, girls, and children. With the increasing engagement of civil society organizations in operating and managing shelters, there is a growing need for a clear institutional framework that regulates this role, defines the responsibilities of the Ministry and implementing organizations, and ensures the quality of services in line with national and international standards.

Building on this role, the consultancy will support the Ministry of Social Development to strengthen the institutional, regulatory, and supervisory arrangements governing shelter services provided by civil society organizations. While existing laws, regulations, and procedures provide an important foundation, further technical support is needed to translate these frameworks into practical tools, clear criteria, and standardized mechanisms that can guide the Ministry’s oversight. This includes clarifying roles and responsibilities between the Ministry and service providers, strengthening licensing and accreditation processes, improving monitoring and reporting systems, and establishing clear procedures for quality assurance, complaints management, accountability, and corrective action.

The objective of this consultancy is to support the Ministry of Social Development in developing and operationalizing a comprehensive framework for the regulation and supervision of shelter services provided by civil society organizations. The framework will clarify the roles and responsibilities of all stakeholders, strengthen quality assurance and accountability mechanisms, protect beneficiaries’ rights, and establish transparent criteria for the accreditation, monitoring, and performance assessment of service providers.

 

The consultant will be reporting to Programme Specialist Women, Peace and Security, and will be supported by the Programme Analyst Women, Peace and Security, who will be the point of contact on the contract and payment issues.

Description of Responsibilities/ Scope of Work

Review of the Current Situation

  • Review legislative, regulatory, institutional, and operational frameworks related to shelter services, including provisions relevant to protection, violence against women, gender-based violence, child protection, safeguarding, and service quality.
  • Analyze current supervisory mechanisms, institutional capacities, and practical implementation challenges faced by the Ministry of Social Development in regulating and monitoring shelter services.

Defining and Strengthening the Ministry of Social Development’s Supervisory Role in Shelter Service Provision

  • Establish licensing and accreditation requirements for civil society organizations operating shelter services. 
  • Develop technical and administrative monitoring mechanisms to ensure compliance with agreed standards. 
  • Strengthen oversight, quality assurance, and performance monitoring systems for shelter service providers. 
  • Establish complaints, feedback, referral, and accountability mechanisms to safeguard beneficiaries’ rights and ensure service quality.

Defining and Strengthening the Ministry of Social Development’s Supervisory Role in Shelter Service Provision, including:
