Under its Strategic Note (SN) 2023 - 2027, UN Women Fiji MCO focuses on delivering on four interlinked programme areas underpinned by support for intergovernmental and normative processes:

In 2022, over 300 million people needed humanitarian assistance and protection in places struck by conflict, climate change, disasters. For women and girls, crisis and related displacements result in loss of property, assets and livelihoods, reduction in access to health care, education, and other services. At the same time, it raises the risks of violence, abuse, and exploitation. Yet, gender responsive humanitarian action remains affected by limited coordination, understanding of risks and funding at the country and regional level. However, the critical importance of building resilience and safeguarding the long-term prospects of crisis affected women and girls are emphasized by development actors requiring a collective and coordinated approach. Through its IASC membership and ongoing programmes in humanitarian crisis, UN Women takes an approach to tackle the root causes of inequality while pushing for changes in the global humanitarian system.
The Pacific is considered one of the most disaster-prone regions in the world and faces unique challenges. It is highly exposed to hydro-meteorological hazards as well as geophysical and human-made hazards. The small size, remoteness, socio-economic status, and fragile biodiversity of the Pacific Islands make them extremely vulnerable to these hazards. As a result, Pacific Island States, including Vanuatu, Fiji, and Kiribati – the WRD programme countries, occupy the top categories in the 2019 World Risk Index.
A principal regional constraint to gender-responsive humanitarian preparedness, response and disaster risk reduction remains the capacity to plan and implement gender-inclusive strategies, and to deliver pre-and post-disaster services to those hit hardest by emergencies. All steps to reduce gender inequalities across the region are likely also to reduce gender disparities in the impact of disaster. The UN Women MCO covers 14 of the PICTs in the region. Widespread discriminatory attitudes towards women and girls in all their diversity create deep-rooted obstacles to sustainable development in the Pacific.[1] Some Pacific societies are matrilineal, with women in some cases holding positions of authority within the family/community. However, this does not usually translate into equal socio-economic indicators, with the exception of secondary school enrolment, where girls typically outstrip boys, with an average net enrolment ratio of 69.7 percent for girls and 62.3 percent for boys.[2] The majority of societies are deeply patriarchal, with entrenched norms that lead to gender inequality in almost all spheres. Women and girls of diverse sexual orientation, gender identity and sex characteristics, women, and girls with disabilities and in rural/maritime areas experience intersectional discrimination.
Through the recent Humanitarian Strategy (2022-2025) of UN Women, the Agency focuses on:
- Strengthening accountability towards gender commitments in coordination and implementation of UN-led humanitarian and refugee responses.
- Strengthening Comprehensive Protection and Livelihood support to Crisis Affected Women and Girls.
- Amplifying women’s voices and leadership during the crisis.
The UN Women MCO is in an advantageous position in the region with regard to its coordination role as lead of the Pacific Humanitarian and Protection Cluster (PHPC) which provides ample opportunity for consolidating its envisaged role of triple mandate (normative, operation and coordination) as per the Strategic Note (2023-2027).
Reporting to the Deputy Representative, the Humanitarian Specialist will manage the development of Humanitarian programmes, provide capacity building to Country Offices (CO) and Multi Country Offices (MCO), establish, and strengthen partnerships, and develop relevant knowledge products on gender, protection, and humanitarian response.
Description of Responsibilities / Scope of Work
Under the direct supervision of the UN Women Deputy Representative, the National Consultant will be performing the following work responsibilities:
Manage the programme on humanitarian action:
- Lead development of project/programme proposals ;
- Coordinate implementation of the humanitarian action work plan activities for 2026;
- Coordinate proper monitoring and reporting for humanitarian action in collaboration with programme teams.
Provide capacity building support to the Country Office Programme Presence teams and partners:
- Provide technical and policy support to the multi-country office in Fiji and country office programme presence teams in developing and strengthening projects/ programmes;
- Implement and monitor capacity building initiatives;
- Provide technical support to partners on implementation of gender-responsive humanitarian action.
Strengthen strategic partnerships with stakeholders, regional/ international actors and development partners:
- Maintain and enhance alliances and strategic partnerships for the advancement, disaster preparedness and humanitarian action;
- Maintain close liaisons with relevant donors and other actors supporting efforts towards humanitarian action, as delegated;
- Contribute inputs to updates and briefs on regional/country development situation to be used by stakeholders, CO, RO and HQ;
- Maintain close contact with relevant staff in UN Women RO and HQ.
Contribute to the resource mobilization strategy for humanitarian action in the region:
- Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on humanitarian action in the region;
- Provide technical support to field-based presences in the region in mobilizing resources for the implementation of humanitarian action;
- Research and analyze information on donors.
Manage the advocacy of humanitarian action through inter-agency coordination:
- Work closely with PHPC partners and provide advice to regional/ national bodies and interagency groups that influence national policies related to humanitarian action;
- Participate and contribute inputs to the regional Humanitarian Protection Cluster and Pacific Humanitarian Team meetings when required;
- Coordinate specific efforts in mainstreaming gender and protection in disaster preparedness, response and recovery efforts of other clusters and relevant working groups;
- Advocate for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms.
Manage advocacy and communication efforts of humanitarian action:
- During emergency response, develop and implement communication and advocacy messages and contribute inputs to strategies on key gender and protection concerns;
- Develop information, education and communication (IEC) materials, press releases, situation reports, alerts and contribute gender and protection-related inputs to documents prepared by the Office for the Coordination of Humanitarian Affairs (OCHA).
Manage knowledge building and sharing for humanitarian action:
- Identify and disseminate lessons learnt and good practices in collaboration with country offices;
- Ensure technical skills and knowledge are shared within and among the staff at the Fiji MCO and programme presence in the Country Offices.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Reporting to the Deputy Representative, the National Consultant - Humanitarian Specialist will manage the development of Huminitarian Programmmes, provide capacity building to Country Offices (CO), and Multi Country Office (MCO), establish and strengthen partnerships and develop relevant knowledge products on gender, protection and humanitarian.
All the documents and materials utilized need to be returned to UN Women in electronic format. Any printed materials are utilized to be referenced and returned.
Duration of the Work
The duration of the assignment will be up to 60 working days over 3 month’s work assignment with an anticipated start date from the 25th September 2026 (or as soon as possible).
Duty Station
The position is Suva-based with possible travel to countries under the MCO portfolio as required.
Travel
In the case of unforeseeable travel, all travel must be agreed upon between UN Women and the Consultant prior to travel, with approved travel costs including tickets, daily subsistence allowance and terminal expenses paid by UN Women.
Performance Evaluation
The Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
Financial Arrangements
Payments will be disbursed to the Consultant on a monthly basis, after receipt and approval of deliverables, monthly timesheets, and corresponding invoice and certification by the UN Women Deputy Representative that that the services have been satisfactorily performed.

Within the framework of the “Women’s Economic Empowerment in Uzbekistan” project, the intervention will contribute to the achievement of the goals set out in the New Uzbekistan Development Strategy 2022–2026, the “Uzbekistan–2030” Strategy, and the Strategy for Achieving Gender Equality in Uzbekistan 2020–2030, developed in alignment with the Law of the Republic of Uzbekistan “On Guarantees of Equal Rights and Opportunities for Women and Men” (LRU No. 562). The proposed Action contributes to several strategic objectives, including: (i) ensuring equal rights and opportunities for women and men in employment, the creation of decent jobs, the development of women’s entrepreneurship, and expanded access of women to credit from commercial banks; (ii) promoting improved health literacy in family planning and strengthened reproductive health, as well as healthy lifestyles; and (iii) strengthening families and shared responsibility among family members.
The overall objective (impact) of the Project is to create an inclusive economic environment in which women can participate equally in the economy and labour force of Uzbekistan, free from the constraints of gender stereotypes and harmful social norms. This entails addressing deep-rooted gender biases that limit women’s opportunities and potential. By promoting gender equality in the workplace, enhancing access to education and vocational training, supporting women’s entrepreneurship, and strengthening family planning and care-related services, the Project aims to enable women to secure decent work and grow their businesses, thereby increasing their economic independence and contributing to the country’s economic growth and social development.
Implemented jointly with UNFPA and UNICEF, the Project comprises of the following 2 Outcomes/Special Objectives related to UN Women and 5 Outputs under Objective 1, and 2 Outputs jointly with UNFPA under Objective 2:
- Outcome/ Specific Objective 1: Women in the target regions, including women with disabilities, have improved access to enabling services, resources, and opportunities for decent work, entrepreneurship, and economic participation.
- Output 1.1. Stakeholders have access to evidence-based knowledge on the entrepreneurship ecosystem, labor market needs, and family-friendly policies to inform gender-responsive planning and service provision.
- Output 1.2. Women and girls in the target regions gain market-relevant hard and soft skills through vocational, digital, and life skills training to enhance their employability and economic participation.

Under the supervision of the UN Women Programme Analyst and in close cooperation with the International Consultant, the National Consultant will provide technical expertise, coordination, and quality assurance support for the implementation of Activities 1.1.1 and 1.1.2 of the Project.
Description of Responsibilities /Scope of Work
The purpose of the consultancy is to provide national technical expertise for the assessment of the women’s entrepreneurship ecosystem and the mapping of private-sector HR and skills needs, generating evidence and practical recommendations to inform gender-responsive programming, skills development and private-sector engagement under the Women’s Economic Empowerment Project.
Under the supervision of the UN Women Programme Analyst and in close cooperation with the International Consultant, the National Consultant will serve as the national technical expert and support the implementation of Activities 1.1.1 – Assessment of women’s entrepreneurship ecosystem, including legal review, and 1.1.2 – Mapping of human resources and skills needs of the private sector. The National Consultant will lead/support national-level data collection, stakeholder consultations, contextual analysis and drafting of the deliverables, while working closely with the International Consultant on methodology, analysis and quality assurance.
As part of Activity 1.1.1., the consultant will support UN Women in conducting a comprehensive assessment of the women’s entrepreneurship ecosystem in Uzbekistan, using the ILO Women’s Entrepreneurship Development (WED) Assessment methodology. The consultant will:
- Conduct a comprehensive assessment of the women’s entrepreneurship ecosystem in Uzbekistan, including the profile and characteristics of women entrepreneurs and women-led businesses, key business environment constraints, and sectors with significant potential for women-led enterprises.
- Undertake a gender-responsive review of the legal and regulatory framework affecting women’s entrepreneurship and women’s economic empowerment, including an assessment of family-friendly policies and relevant provisions related to work–life balance, care responsibilities, access to employment and entrepreneurship, and business ownership.
- Assess the seven WED framework conditions: (i) gender-sensitive legal and regulatory frameworks; (ii) policy leadership and coordination; (iii) access to gender-sensitive financial services; (iv) access to business development support services; (v) access to markets and technology; and (vi) representation of women entrepreneurs and their participation in policy dialogue; and (vii) normative environment.
- Identify key barriers, gaps and opportunities affecting women entrepreneurs at both the individual and ecosystem levels, with particular attention to structural, institutional, financial, regulatory, market, technological and social constraints.
- Map relevant stakeholders and existing initiatives and services supporting women’s entrepreneurship, including government institutions, financial institutions, business development service providers, women’s organizations, private sector actors, development partners and other relevant stakeholders.
- Identify relevant national and international good practices, lessons learned and potential models for replication or adaptation in Uzbekistan.
- Conduct consultations with relevant stakeholders, as appropriate, to validate findings, identify emerging issues and ensure that the assessment reflects the perspectives and experiences of women entrepreneurs and key ecosystem actors.
- Identify potential areas for UN Women programming and partnerships, including opportunities for collaboration with government, women’s organizations, private sector, financial institutions, development partners and other relevant stakeholders.
- Develop evidence-based and actionable recommendations for policymakers, programme implementers, women entrepreneurs and women’s organizations, identifying priority interventions at both the entrepreneur and ecosystem levels.
- Prepare and finalize one comprehensive assessment report on the women’s entrepreneurship environment in Uzbekistan, incorporating findings from the legal review, stakeholder consultations, ecosystem assessment, good-practice review and recommendations.
As part of Activity 1.1.2., the consultant will support UN Women in conducting a mapping exercise of human resources (HR) needs and skills gaps in the private sector in Uzbekistan, with a focus on identifying employment opportunities and skills development pathways for women. The consultant will:
- Conduct a comprehensive assessment of human resources (HR) and skills needs in the private sector, identifying current and emerging demand for occupations, skills and competencies relevant to women’s employment, employability and career advancement.
- Map the human resources needs of approximately 15 selected private-sector companies across relevant sectors, including current and anticipated recruitment needs, priority occupations, technical and transferable skills requirements, occupational profiles, and entry-level and career progression opportunities.
- Assess existing skills gaps and barriers to women’s employment in the selected sectors, including gaps in technical, digital, managerial, communication and other transferable skills required by employers, as well as workplace and recruitment-related barriers affecting women’s access to decent employment, retention and career progression.
- Undertake a gender-responsive analysis of private-sector recruitment and employment practices, identifying structural, institutional and workplace factors that may affect women’s access to decent employment, retention and career progression.
- Review relevant labour market, employment and skills-development policies and regulations to identify enabling factors and potential barriers to women’s participation in private-sector employment and career advancement.
- Conduct consultations with HR departments, company representatives and other relevant private-sector stakeholders to validate findings and identify priority skills and occupations with potential for women’s employment.
- Map existing training and skills-development programmes and providers and assess their relevance and responsiveness to the identified needs of private-sector employers and women jobseekers.
- Identify priority skills-development areas and training needs that could inform the design of targeted, market-relevant training packages for women seeking employment or career advancement in the private sector.
- Develop recommendations for targeted capacity-building interventions, including priority sectors, occupations, skills and training modalities that are responsive to private-sector demand and conducive to women’s access to decent employment and economic independence.
- Identify opportunities for collaboration with private-sector partners, including potential mechanisms for employer engagement, recruitment, internships, on-the-job training, mentoring and other pathways linking skills development with employment opportunities.
- Develop a methodology and tools for replicating the HR and skills-needs mapping exercise in additional companies and sectors, should the pilot demonstrate potential for expansion.
- Prepare one comprehensive mapping report presenting the findings, analysis of HR and skills needs, identified gaps and barriers, priority areas for training, and recommendations for UN Women and private-sector partners.

1. Technical Oversight and Guidance
- Provide substantive technical input to the International Consultant on the design, methodology, and implementation of both activities, ensuring alignment with international standards and UN Women priorities.

2. Coordination and Liaison

3. Quality Assurance and Review

4. Substantive Contributions

5. Support to Deliverables
- Support timely implementation of both activities in line with agreed timelines and milestones, and promptly flag any implementation risks or delays to UN Women.
- Contribute to the validation of findings through participation in stakeholder consultations, workshops, or validation meetings.
- Support the finalization of:
- The comprehensive assessment of the women’s entrepreneurship ecosystem (Output 1.1.1);
- The mapping report on human resource and skills needs in the private sector (Output 1.1.2).
6. Reporting
- Regularly report to UN Women on progress, challenges, and risks related to the implementation of the activities.
- Provide brief technical notes or summaries as requested by UN Women to inform project management and decision-making.
Payments will be made monthly, based on the provision of timesheets and supporting deliverables approved by the UN Women Programme Analyst, who shall confirm Consultant’s work is completed and eligible for payment. Within the framework of the “Women’s Economic Empowerment in Uzbekistan” project, the intervention will contribute to the achievement of the goals set out in the New Uzbekistan Development Strategy 2022–2026, the “Uzbekistan–2030” Strategy, and the Strategy for Achieving Gender Equality in Uzbekistan 2020–2030, developed in alignment with the Law of the Republic of Uzbekistan “On Guarantees of Equal Rights and Opportunities for Women and Men” (LRU No. 562). The proposed Action contributes to several strategic objectives, including: (i) ensuring equal rights and opportunities for women and men in employment, the creation of decent jobs, the development of women’s entrepreneurship, and expanded access of women to credit from commercial banks; (ii) promoting improved health literacy in family planning and strengthened reproductive health, as well as healthy lifestyles; and (iii) strengthening families and shared responsibility among family members.
The overall objective (impact) of the Project is to create an inclusive economic environment in which women can participate equally in the economy and labour force of Uzbekistan, free from the constraints of gender stereotypes and harmful social norms. This entails addressing deep-rooted gender biases that limit women’s opportunities and potential. By promoting gender equality in the workplace, enhancing access to education and vocational training, supporting women’s entrepreneurship, and strengthening family planning and care-related services, the Project aims to enable women to secure decent work and grow their businesses, thereby increasing their economic independence and contributing to the country’s economic growth and social development.
The International Labour Organisation has been promoting women’s entrepreneurship development (WED) as a means to job creation, women’s economic empowerment and gender equality for over ten years. ILO’s women’s entrepreneurship development programme is unique within the UN family, working to strengthen the capacity of local, national and international partners to support women to start and improve their businesses by providing specific approaches for women entrepreneurs to achieve self-sufficiency and generate decent jobs while also taking action to identify and remove systemic barriers. The ILO is the only UN organization with a dedicated WED Strategy, adopted by its tripartite Governing Body in 2008. The Programme provides a comprehensive package of tools, advisory services and capacity building. Networks of local, national and international trainers and partners are accredited in ILO tools and approaches who in turn train trainers and/or entrepreneurs.
In order to unleash the potential of women-owned enterprises, it is important to examine where failures exist, and to take actions to remedy them. For example, women’s lack of access to finance may be linked to weak property rights (since property is an important form of collateral). In some countries, women need their husband’s consent to start a business, which has the effect of substantially reducing the proportion of women-owned MSMEs relative to countries where such a requirement does not exist. Indeed, research finds a broad correlation globally between the extent of legal gender differentiation and the extent to which women work, own and run businesses. The gender-based structural barriers limiting the full participation of women in economic activity must be removed if women are to have equal opportunity to pursue entrepreneurial activity.
In its revised WED assessment methodology, the ILO promotes a set of women’s entrepreneurship development (WED) framework conditions that can be assessed nationally to develop relevant and locally adapted key policy recommendations for improving the environment for the promotion of women’s entrepreneurship. The WED framework conditions and assessment methodology provide a comprehensive tool to assist country-level assessors to gather and assess a consistent body of information about the status of WED as well as to identify targeted measures to improve the ecosystem for WED.
By assessing these conditions through a thorough methodology, the ILO aims to support national stakeholders (e.g. policy makers, decision-makers, implementing agencies, focal points, employers’ organisations, business/ sector associations, and women entrepreneurs’ associations and NGOs) to identify key, locally adapted and strategic recommendations to unleash the potential of women’s entrepreneurship and women-led businesses to generate “decent jobs” at the country level. These recommendations should emanate from a clear process that puts an emphasis on dialogue and validated by a multistakeholder group (including women entrepreneurs) to be used for the formulation of a national action plan or national strategy for WED.
Description of Responsibilities /Scope of Work
The purpose of the consultancy is to provide technical expertise for the assessment of the women’s entrepreneurship ecosystem and the mapping of private-sector HR and skills needs, generating evidence and practical recommendations to inform gender-responsive programming, skills development and private-sector engagement under the Women’s Economic Empowerment Project.
Under the supervision of the UN Women Programme Analyst and in close cooperation with the National Consultant, the International Consultant will provide technical expertise, coordination, and quality assurance support for the implementation of Project Activity 1.1.1 – Assessment of women’s entrepreneurship ecosystem, including legal review; and Activity 1.1.2 – Mapping of human resources and skills needs of the private sector. The following tasks will be undertaken to provide a national assessment of women’s entrepreneurship and specific recommendations to improve the environment for WED in the specific country, implementing the methodology of the ILO: «Assessing the Framework Conditions for Women’s Entrepreneurship Development - Assessor’s guide». The data collection, selection of interviewees will be done according to the process indicated in the Guide.
- Lead the desk review of relevant research, policies, strategies, administrative data and other available evidence on women’s entrepreneurship and women-led businesses in Uzbekistan, identifying key knowledge and evidence gaps.

Provide methodological guidance and quality assurance for primary data collection, with the National Consultant supporting national-level implementation, including:
- identifying key informants (in collaboration with ILO) and undertake 25-30 key informant interviews with service providers,
- organising at least four (4) focus groups (including one rural based and another for young women entrepreneurs),

and conducting and supervising the quality of a survey at least two hundred women entrepreneurs (200) from both urban and rural areas and from different sectors and sizes of enterprises, and including young women.
Ensure that assessment instruments are appropriately adapted to the Uzbek context and provide guidance on data collection, sampling, enumerator training and quality control in line with the ILO WED Assessment methodology.
- Lead integrated analysis of evidence from the desk review, interviews, focus groups and survey, assessing the seven ILO WED framework conditions and identifying gaps, good practices, priorities and evidence-based recommendations.
- Write up the report, following the guidance and format described in the ILO: « Assessing the Framework Conditions for Women’s Entrepreneurship Development - Assessor’s guide». The ILO expects the consultant to be the main writer of the report (and not delegate it to another person).
- Submit the first full draft of the assessment report to UN Women for technical review and comments.
- Based on UN Women’s comments, revise the assessment report and prepare a PowerPoint presentation of no more than 15-20 slides for stakeholder validation. Present the key findings and recommendations and facilitate discussion with relevant national stakeholders, with the format and number of workshops agreed with UN Women.
- Based on feedback from the validation process, finalise and submit the assessment report, incorporating agreed stakeholder inputs and clearly documenting the evidence base and recommendations.
- Ensure final quality assurance of the report and supporting analytical materials and address any remaining comments from UN Women.
Dates and details of tasks/payments
The International Consultant will carry out the tasks under the supervision of the UN Women Programme Analyst and in close cooperation with the National Consultant. Regular and proactive communication with the Programme Analyst and the National Consultant is expected to clarify questions, validate methodological approaches and seek interim review or clearance of relevant parts of the work, as appropriate.

1. Technical Oversight and Guidance
- Provide substantive technical assistance to the National Consultant on the design, methodology and implementation of both activities, ensuring alignment with international standards and UN Women priorities.
- Ensure the application of the ILO Women’s Entrepreneurship Development (WED) Assessment methodology within Activity 1.1.1.
- Advise on integrating gender-responsive and human rights-based approaches throughout all research and analytical processes.

2. Coordination and Liaison
The International Consultant will work under the overall guidance of the UN Women Programme Analyst and in close cooperation with the National Consultant. The International Consultant will provide methodological leadership, analytical oversight and quality assurance, while the National Consultant will support national stakeholder engagement, data collection, contextual analysis and drafting.
The assignment covers Activity 1.1.1 – Assessment of women’s entrepreneurship ecosystem, including legal review, and provides technical leadership for the assessment methodology and synthesis. It also provides the analytical framework and quality assurance for Activity 1.1.2 – Mapping of human resources and skills needs of the private sector, while the National Consultant leads/supports national-level company engagement, data collection and contextual analysis.
3. Quality Assurance and Review
- Work under the direct supervision of the UN Women Programme Analyst and in close collaboration with the National Consultant on all deliverables, including inception reports, data collection tools, draft reports and final outputs.
- Ensure that all outputs meet high-quality analytical standards, are evidence-based and are gender-responsive.
- Verify the accuracy, relevance, and contextual appropriateness of findings and recommendations.
4. Substantive Contributions
- Contribute to the refinement of research questions, analytical frameworks and national-level data collection methodologies, in consultation with the National Consultant.
- Provide inputs to strengthen policy recommendations, ensuring they are practical, actionable and aligned with national priorities.
5. Support to Deliverables
- Support timely implementation of both activities in line with agreed timelines and milestones and promptly flag any implementation risks or delays to UN Women.
- Contribute to the validation of findings through participation in stakeholder consultations, workshops or validation meetings.
- Support the finalization of:
- The comprehensive assessment of the women’s entrepreneurship ecosystem (Output 1.1.1);
- The mapping report on human resource and skills needs in the private sector (Output 1.1.2).
6. Reporting
- Regularly report to UN Women Programme Analyst on progress, challenges and risks related to the implementation of the activities.
- Provide brief technical notes or summaries as requested by UN Women to inform project management and decision-making.
Payments will be made monthly, based on the provision of timesheets and supporting deliverables approved by the UN Women Programme Analyst, who shall confirm Consultant’s work is completed and eligible for payment. The consultants conducting this national mapping should possess a blend of expertise in migration protection, legal/policy analysis, and on-the-ground research skills. The required qualifications include:
Educational Background: An advanced university degree in a relevant field such as Law, International Relations, Social Work, Migration Studies, Human Rights, Development Studies, or Child Protection. A combination of a Bachelor’s degree with additional years of experience in these areas may be acceptable, but a Master’s or higher is preferred for the consultants.
Technical Knowledge and Experience:
At least 5-7 years of professional experience in fields related to migration, human trafficking, child protection, or social protection. The consultants should have demonstrable experience working on issues of migrant vulnerability and protection and/or counter-trafficking. For example, experience in developing or evaluating NRMs, victim assistance programs, or child protection systems will be highly valued.
Strong experience in conducting policy and legal analysis. The consultants should be comfortable reading and interpreting laws, regulations, and policy documents, and assessing them against international standards. Prior work on legal assessments or strategy development in the context of migration or TIP (like drafting a gap analysis of a country’s anti-trafficking law or reviewing the effectiveness of a migration policy) would be ideal.
Proven experience in qualitative research and assessment. This means the consultants has a track record of conducting interviews, focus groups, etc., and producing analytical reports. Publications or reports from previous consultancies (especially those involving mapping or needs assessments in protection areas) should be provided as samples.
Country/Regional Expertise:
In-depth understanding of the context of Kyrgyzstan and Central Asia. Ideally, the consultants have prior working experience in Kyrgyzstan or at least in the Central Asia region or CIS countries. This includes familiarity with the institutional structures and cultural norms of the country. For example, knowledge of how the social service system is structured (what ministries do what), or awareness of migration trends involving Kyrgyzstan, is important.
Existing networks or relationships in Kyrgyzstan (e.g., contacts in government or civil society related to migration/TIP) would greatly facilitate the work, although not strictly required.
If the consultant is not a Kyrgyzstan national, they should demonstrate an ability to quickly get up to speed with local context and ideally have conducted similar assignments in environments with comparable governance and social contexts.
Language Proficiency:
Fluency in Kyrgyz/Russian is required for conducting interviews and reading local documents. Many official documents and discussions may occur in Russian, given its common usage in Central Asia. The ability to review materials and conduct discussions in these languages is crucial.
Proficiency in English is highly desirable for reporting purposes. The final report needs to be in English/Russian. English is also useful for engaging with international stakeholders and referencing international materials.
Communication and Facilitation Skills:
Excellent interpersonal skills to engage a diverse range of stakeholders – from government officials to vulnerable individuals – with tact and clarity. The consultant must be able to conduct interviews and focus groups effectively, listening actively and asking the right probing questions.
Strong facilitation skills for the validation workshop and any group discussions. The consultant should be adept at presenting complex information in an accessible manner, and guiding discussions to be productive.
Strong analytical writing skills to produce clear, structured, and insightful reports and SOPs. The writing should be both technically sound and understandable to non-specialist readers (since the audience includes government officials who may not be experts in every area).
Project Management and Organizational Ability:
Ability to work independently and manage the workload within the agreed timeline. The consultant should demonstrate strong organizational skills – planning field visits, scheduling interviews (and being persistent yet diplomatic in securing those meetings), and keeping track of large amounts of information (notes, transcripts, documents).
The consultant should also be flexible and problem-solving oriented – for instance, if a planned workshop is delayed, they adjust accordingly; if initial informants provide new leads, they can incorporate additional interviews within scope.
Ethical Standards and Cultural Sensitivity:
Demonstrated commitment to research ethics, particularly when dealing with human subjects. Experience handling sensitive interviews (with trauma survivors, children, etc.) and training in ethical guidelines (such as not re-traumatizing victims, ensuring confidentiality) will be considered a plus.

Budget Considerations
The budget for this assignment will cover the consultant’s professional fees as well as necessary expenses related to the research activities. While specific figures are omitted here, proposals should provide a detailed breakdown of costs. Key considerations include:
Professional Fees: The consultant should propose a daily or monthly rate and an estimated number of working days for each major task (inception, data collection, analysis, reporting, SOP drafting). (For context, consultancies requiring this level of expertise in Central Asia often range in the few hundred USD per day for senior consultants, but cost norms will be followed.) Travel and Field Costs: The assignment will likely require in-country travel. Workshops/Meetings: While the main validation workshop costs (venue, participant travel, refreshments) will typically be covered by the project separately, the consultant’s budget should include any costs for facilitation materials (e.g., printing handouts) and the consultant’s own travel & accommodation to attend the workshop (if not already on-site). If any smaller consultation meetings are planned (like a half-day roundtable with stakeholders during data collection), these will likely be arranged by the commissioning agency, but the consultant might include minor costs for materials or local travel within the city.
Communications and Miscellaneous: This could include costs for interpreting or translating services if the consultant doesn’t cover all languages. For instance, if the consultant needs professional translation of key documents from Russian/Kyrgyz to English for analysis or translating the final report and executive summary, that should be budgeted. Description of Responsibilities /Scope of Work
The main objective of the assignment is to create the narrative report for the country Gender Equality Index, based on the data provided by the SSO, as well as to develop short explanatory note/guidance for the development of the narrative report for each of the domains. In line with the EIGE methodology, the SSO has calculated the scores of the Gender Equality Index, covering six domains: knowledge, work, money, health, time, power, and two satellite domains: violence and intersecting inequalities. The report will be used to provide contextual understanding of the results of the Gender Equality Index. The assignment is requested for developing partial index or dashboard in 2026 and complete Gender Equality Index in 2027.
Working in close coordination with the MSPDY/DEO, the SSO and UN Women team and under direct supervision of the UN Women Programme Analyst, the national experts will have the following tasks and responsibilities:
• Conduct consultations with relevant departments and officials at the MSPDY and the SSO, including other stakeholders, if necessary.
• Gather and classify the available information necessary for drafting the report contextualizing results of the GE Index dashboard 2026 and the national Gender Equality Index 2027.
• Use the methodology of the European Institute for Gender Equality for drafting the reports.
• Use the data, calculations and information that the State Statistical Office has gathered to prepare the reports.
• Prepare a draft version of the Reports and later incorporate suggestions provided by relevant stakeholders for the purpose of finalizing the report.
• Prepare presentation of the key points of the Reports for the public presentation of the report.
• Participate in the public presentation of the results of the Gender Equality Index.
• Prepare explanatory note with instructions for the interpretation/analysis of gender data and preparation of narrative report for each of the domains.
• Submit final report to UN Women for the assignment.
Reporting
Under the overall supervision of the Programme Analyst at the UN Women Office in the country, the National Consultants will develop and deliver the above listed deliverables, along with a timesheet, report, and other relevant materials.

Education:
- Masters in Public health data Analysis or related field
- PhD in Health Data Analysis will be an added advantage
Work Experience:
- At least 5 years in public health program data handling
- Experience working with HIV/STI/Hepatitis data, within partner funded programmes
- Demonstrated experience in and led the program assessments/Data quality exercise, (data collection tools design, data management, and analysist)
- Demonstrated experience in working with data to feed into the “WHO Triple Eliminations” validation for elimination processes
- Worked with DHIS 2 data entry and updating the related dashboards.
- Experience in engaging with government officials and multiple stakeholders.
Language requirements
- English and Setswana
Knowledge/Expertise/Skills:
- Excellent reviewing and technical analysis skills
- Excellent analytical and report writing skills
- Excellent in use of statistical analysis tools ( excel, SPSS, STATA, Epi-Info or related packages)
- Excellent communication skills
- Time management skills
