Key Functions and Accountabilities

Provide reliable and secure driving services: 

  • Drive office vehicles for the transport of UN Women Regional Director, other high-ranking officials, visitors, UN Women programme and operations personnel, and facilitate VIP missions; 
  • Deliver and collect mail, documents and other items to Government – Offices/Embassies/Commercial Establishments/ UN Offices; 
  • Meet official personnel and visitors at the airport including visa and customs formalities arrangements when required; 
  • Verify that all passengers always wear seatbelts in the vehicle; 
  • Check that all immediate actions required by rules and regulations are taken in case of involvement in accidents; 
  • Adhere to relevant job specific guidelines and policies of UN Women such as but not limited to the vehicle management policy; 
  • Check that all vehicles comply with the Security and Safety standard established at the duty station through Security Risk Management process.

Ensure proper use of vehicles:

  • Record accurate odometer readings (start and end) for every trip in the vehicle logbook, including date, destination, purpose of trip, and names of passengers, and submit completed logs to the supervisor for review and sign-off on a weekly basis;
  • Record fuel purchases immediately after each refueling, capturing date, odometer reading, quantity (litres), cost, and receipt number; attach original fuel receipts to the log and submit to the supervisor at the end of each week for verification and certification;
  • Report any discrepancies between odometer readings, fuel consumption records, and fuel receipts to the supervisor immediately upon discovery;
  • Maintain vehicle maintenance records including service dates, type of work performed, service provider, mileage at service, and cost; obtain written supervisor approval prior to any non-emergency repair or maintenance;
  • Submit monthly vehicle utilization reports summarizing total mileage, fuel consumption, maintenance activities, and associated costs to the supervisor for review, approval, and filing;
  • Ensure cost-saving by driving responsibly and minimizing unnecessary fuel consumption;
  • Oversee compliance by other drivers with established vehicle use and record-keeping requirements. 

Ensure Day to day maintenance of the assigned vehicle:

  • Ensure proper day-to-day maintenance of the assigned vehicle through routine checks (oil, tires, brakes, water, lights, indicators, wipers, horn, clutch and regular cleaning to keep the vehicle in safe running condition), and ensure that any errors of warning indicators on dashboard are inspected and addressed in timely manner; 
  • Arrange for minor and major repairs through the appropriate procurement approval process;
  • Conduct pre-trip and post-trip vehicle inspections and record findings in the standardized vehicle inspection checklist, reporting any defects or safety concerns to the supervisor without delay;
  • Ensure that all official vehicles are regularly cleaned inside and out, maintaining a presentable standard appropriate for transporting senior officials and visitors.

Maintain and ensure availability of all required documents/supplies:

  • Maintain and ensure availability of all required documents/supplies including vehicle insurance, vehicle logs, office directory, and map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle; 
  • Ensure that vehicle registration, insurance, and inspection certificates are current and always stored in the vehicle, and flag upcoming renewals to the supervisor at least 30 days in advance;
  • Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

Provide general administrative and logistic support as needed:

  • Provide logistical support for protocol-related arrangements, including document delivery and follow-up as requested.
  • Support arrangements for official visits through logistical coordination with relevant authorities;
  • Assist in preparing routine protocol correspondence and formatting standard documents including Note Verbales when requested;
  • Support in the creation of procurement e-requisitions;
  • Manage the external storage facility, ensuring accurate record-keeping of stored materials, cleanliness, and access control;

Papua New Guinea is advancing a Government-led process to develop its first National Action Plan on Women, Peace and Security (NAP WPS). The process builds on national and sub-national WPS consultations, including provincial dialogues, the National WPS Summit held in June 2026, its Outcome Document, and the proposed roadmap for development of the NAP WPS. The process is intended to translate nationally identified WPS priorities into an implementable, results-based national framework with clear institutional responsibilities, monitoring and reporting arrangements, timelines and resource requirements.
The NAP WPS will be developed under Government leadership through an interdepartmental coordination/drafting mechanism, with inputs from relevant Government institutions, the Autonomous Region of Bougainville, civil society, women peacebuilders and other stakeholders. As requested by the Government, UN Women will provide technical assistance, quality assurance and specialist support.
UN Women therefore seeks a National Consultant to serve as Technical Lead and principal Drafter of the NAP WPS. The consultant will bring strong knowledge of WPS and the Papua New Guinea context and will translate agreed Government priorities, evidence and stakeholder inputs into a coherent and technically robust NAP WPS. Substantive policy direction and decisions will remain Government-owned.
Under the overall leadership and guidance by the UN Women Country Representative, the consultant will report to the Deputy Country Representative and work closely with the Government-led interdepartmental coordination/drafting mechanism and UN Women PNG. Technical assistance and quality assurance will be provided by UN Women PNG. Dedicated M&E/RBM and costing specialists will support the results framework, monitoring arrangements and costing. The consultant will integrate their agreed technical outputs and the results of relevant workshops into successive drafts of the NAP WPS.

Description of Responsibilities/Scope of Work:
Under the overall supervision of the UN Women Country Representative, and working under DFCDR with technical support from UN Women Governance, peace and security Programme Manager Specialist, the consultant will:

  • Conduct a desk review and synthesis of relevant national, regional and global WPS frameworks; national policies and strategies; available evidence and analysis; the
  • National WPS Summit Outcome Document; previous consultations; and other relevant materials agreed with Government and UN Women.
  • Refine, with Government and UN Women, the proposed structure and annotated outline of the NAP WPS and prepare a detailed drafting methodology and workplan.
  • Serve as principal national technical drafter, ensuring the NAP is evidence-based, nationally grounded, results-based, coherent and implementable.
  • Draft the NAP progressively, chapter by chapter, and prepare concise materials to present each section to the Government-led interdepartmental mechanism.
  • Present draft chapters in technical meetings, explain the evidence and drafting rationale, facilitate substantive discussion, capture Government feedback and decisions, and revise each chapter accordingly.
  • Maintain a structured comment and decision matrix throughout the drafting process.
  • With the M&E/RBM specialist, integrate the agreed results framework, indicators, baselines and targets where feasible, institutional responsibilities, timelines, and monitoring/reporting arrangements.
  • Integrate agreed outputs of the costing process/workshop and indicative resource requirements into the NAP.
  • Draft and refine coordination and implementation arrangements, including the proposed TOR for the interdepartmental coordination mechanism, based on Government decisions.
  • Draft the financing and resource mobilisation section with Government guidance and technical inputs.
  • Ensure successive drafts reflect relevant stakeholder inputs while preserving Government ownership of policy decisions.
  • Consolidate reviewed sections into a complete draft and incorporate Government comments and UN Women technical quality assurance.
  • Prepare a clean consolidated NAP WPS package for the subsequent national validation and finalisation process.

To respond to the demands of national partners, UN Women established its presence in 2008 in Sarajevo. Priorities of UN Women’s Country Office in Bosnia and Herzegovina (BiH) are based on the 2026-2030 United Nations Sustainable Development Cooperation Framework signed between the Government of BiH and the United Nations system in BiH. Key priorities of UN Women in BiH under its 2026-2030 Strategic Note span four key priority areas: 1) ending violence against women; 2) supporting the implementation of the Women, Peace and Security Agenda, especially through the implementation of United Nations Security Council resolution 1325 and ensuring that women are empowered to fully contribute to and lead in public and political life; 3) enhancing women's economic empowerment by working to create equal opportunities and access to resources, including by recognizing, reducing, and redistributing unpaid care and domestic work and promoting women’s entrepreneurship; and 4) strengthening women’s meaningful participation in decision-making and gender-responsive governance.

Within this framework, the Gender Equality Accelerator (GEA) represents a flagship joint initiative coordinated by UN Women in partnership with UNFPA, UNDP, and UNICEF. The GEA aims to accelerate transformative change on gender equality and women’s empowerment by supporting systems-level reforms and advancing institutional accountability across three interconnected pillars: (1) gender-responsive governance and leadership, (2) prevention of and response to gender-based violence, and (3) women’s economic empowerment. The programme is aligned with national reform efforts, EU integration priorities, and international frameworks including CEDAW and the 2030 Agenda. It prioritizes intersectionality, localization, and inclusive partnerships with government, civil society, and the private sector to advance structural change and deliver measurable progress on gender equality in Bosnia and Herzegovina.

Under the overall guidance and direct supervision of the Programme Management Specialist the Programme Assistant will provide day-to-day administrative, organizational and programme support for the coordination of the Joint Programme Gender Equality Accelerator (JP GEA), including administrative and logistical coordination across participating UN organizations (PUNOs), programme pillars, Gender Equality Mechanisms (GEMs), governance structures and development partners.

Scope of Work

1.    Provide administrative and logistical support to the coordination and management of the GEA Joint Programme 
•    Provide organizational and administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds; 
•    Provide administrative support to the executing partners/responsible parties on routine delivery and reporting of programme supported activities and finances;  
•    Collect information from Joint Programme UN partners and pillar teams on planned and ongoing activities;
•    Provide administrative support for regular coordination with Gender Equality Mechanisms;
•    Provide administrative support for the audit of programmes/projects and support implementation of audit recommendations; and

  • Activity 1: Conduct gender-responsive energy poverty assessment;

These activities are designed as an integrated intervention, with evidence and stakeholder inputs generated under Activity 1 informing the design and implementation of Activities 2. and 3. The specific scope, sequencing and implementation arrangements for the activities supported under this consultancy are described in the Description of Responsibilities / Scope of Work below.

To support the implementation of Activities, UN Women will engage an interdisciplinary team of three national consultants with complementary expertise in gender equality,  vulnerability, and social inclusion in energy poverty policy, gender-responsive green skills and capacity development, and gender-responsive municipal energy and climate planning. While each consultant will assume lead responsibility for a specific technical area, all three consultants are expected to work collaboratively throughout the assignment to ensure coherence across activities and contribute to integrated technical outputs, under the overall UN Women leadership and coordination.

The National Consultant on Gender and Inclusive Energy Poverty Policy will serve as the technical lead for the policy and stakeholder engagement dimensions of the assignment. The consultant will lead the technical preparation and facilitation of the Gender and Energy Poverty Dialogues, prepare and moderate the panel discussion during the national policy dialogue organized as part of SDG Week 2026, and ensure that available data, evidence and findings, as made available by UN Women, together with inputs generated through stakeholder engagement, inform Activities 2. and 3. The consultant will also contribute technical expertise on gender equality, vulnerability and social inclusion to the design, preparation and delivery of capacity development and municipal engagement activities under Activities 2 and 3, as well as to subsequent learning and adaptation, working closely with the other two national consultants to ensure consistency and complementarity across the assignment.

The consultant will report to the UN Women Programme Analyst – Gender-Responsive Climate Action, under the overall supervision of the Programme Management Specialist, who will provide direct technical supervision, coordinate the consultant's work with the other national consultants and relevant UN Women and UNDP personnel, and review and approve deliverables. Programme Assistant will serve as the focal point for contractual and payment-related matters.

Description of Responsibilities / Scope of Work

The overall objective of this consultancy is to provide technical leadership on gender equality, vulnerability and social inclusion in energy poverty policy; lead the technical preparation, delivery and documentation of the three Gender and Energy Poverty Dialogues; contribute to the national policy dialogue during SDG Week 2026; and provide substantive technical input to the design, preparation, delivery, learning and adaptation of capacity development and municipal engagement activities under Activities 2 and 3.

In carrying out these responsibilities, the consultant will draw on available data, evidence and findings, as made available by UN Women, as well as inputs generated through stakeholder engagement, and work collaboratively with the other two national consultants within their respective areas of expertise.

Component 1: Technical Leadership for Stakeholder Engagement and Policy Dialogue

The consultant will provide technical leadership for three in-person Gender and Energy Poverty Dialogues planned for 28–30 September 2026, to be held in Zenica, Mrkonjić Grad, and Brčko, for approximately 30 participants per dialogue. Participants will include representatives of relevant government institutions and local authorities, civil society organizations, academia, social service providers, organizations representing vulnerable and marginalized groups, development partners, and women and men with lived experience of energy poverty.

The dialogues will provide a platform for discussing available and emerging evidence on energy poverty alongside gender and stakeholder perspectives and lived experiences, and for considering their implications for relevant policy and institutional frameworks in Bosnia and Herzegovina. Discussions will address, as relevant, gender aspects in energy and climate policy, social protection, just transition, local energy and climate planning, and relevant strategies and legislation, and will generate stakeholder inputs and recommendations to inform subsequent activities under the Green Transition Portfolio.

The consultant will:

  • Lead, in coordination with the other national consultants, the development of the technical concept, discussion framework and supporting materials for the dialogues; 
  • Facilitate and moderate the dialogues; 
  • Guide discussion of the implications of evidence and stakeholder perspectives for relevant policy and planning frameworks; and 
  • Prepare, with inputs from the other national consultants, a Dialogue Summary Report synthesizing key stakeholder inputs, findings and recommendations relevant to Activities 2. and 3.

Component 2: Technical Leadership for the National Policy Dialogue during SDG Week 2026

The consultant will provide technical leadership for the national policy dialogue “From Evidence to Action: Building Inclusive Energy Poverty Policies in Bosnia and Herzegovina,” planned for 21 October 2026 at the UN House in Sarajevo, for 60–80 participants. The event will bring together representatives of government institutions and local authorities, academia, civil society organizations, international organizations, and development partners. The programme will also feature contributions from up to two international experts from European Union Member States, sharing European perspectives and good practices on addressing energy poverty and integrating gender into evidence generation and policymaking.

The event will provide a platform for presenting and discussing available and emerging evidence on energy poverty generated under Pillar 1, including available preliminary findings from the Gender-Responsive Energy Poverty Assessment, alongside relevant national and European perspectives and approaches. It will facilitate discussion on the implications of this evidence for inclusive, gender-responsive  and evidence-based energy, climate and social policies and future action.

The consultant will:

  • Prepare the concept and moderator's guide for the panel discussion, including proposed themes, discussion questions and profiles of panelists; 
  • Prepare technical background materials and presentations, as required; 
  • Moderate the panel discussion and facilitate exchange among national stakeholders and international experts; and 
  • Prepare a Summary of Conclusions and Recommendations following the event.

Component 3: Technical Input to Gender-Responsive Capacity Development

The consultant will contribute technical expertise on gender equality, energy poverty, vulnerability and social inclusion to the design and delivery of the gender-responsive capacity development programme under Activity 2. The programme will comprise three two-day capacity development workshops for approximately 50 women from selected municipalities, to be delivered in three locations across Bosnia and Herzegovina – one in the Federation of Bosnia and Herzegovina, one in Republika Srpska and one in Brčko District – with the specific locations determined based on the participating municipalities. The workshops are indicatively planned for March–April 2027 and will strengthen women's knowledge, skills and confidence to participate in and benefit from the green transition. The programme will address climate resilience, energy poverty, sustainable practices, environmental awareness and community health, green economy and green job opportunities, and women's participation in local climate and energy governance, and will include participant assessment and a competency-based certification approach.

The programme will be informed by available evidence generated under Activity 1 and relevant stakeholder inputs and will serve as a preparatory step for women's subsequent participation in municipal energy and climate planning under Activity 3. Where feasible, each capacity development workshop will be followed by the corresponding municipal engagement session under Activity 3, allowing participants to apply the knowledge and priorities developed through the capacity development process in structured engagement with relevant municipal stakeholders.

Working in collaboration with the consultant responsible for capacity development, the consultant will provide substantive content within the consultant's area of expertise, while the capacity development consultant will lead the overall curriculum, learning methodology, programme design, delivery and reporting.

The consultant will:

  1. Contribute gender equality, vulnerability and social inclusion perspectives to the overall design and preparation of the capacity development programme; 
  2. Develop and deliver technical content and materials on gender equality and the green transition, gender-responsive approaches to energy poverty, vulnerability and social inclusion, and women's participation in climate and energy-related decision-making; 
  3. Co-facilitate the capacity development workshops; and 
  4. Contribute substantive inputs within the consultant's area of expertise to the Capacity Development Summary Report prepared by the capacity development consultant, including key issues, participant perspectives and relevant inputs for subsequent municipal engagement under Activity 3.

Component 4: Technical Input to Municipal Energy and Climate Planning

The consultant will contribute technical expertise on gender equality, vulnerability and social inclusion to the design and delivery of municipal engagement activities under Activity 3. The activities will comprise three municipal engagement sessions in selected municipalities, indicatively planned for April–May 2027, designed to support women’s meaningful participation in municipal energy and climate planning and decision-making processes. The sessions will provide structured opportunities for participating women to engage with relevant municipal stakeholders, bring forward their priorities, perspectives and recommendations, and contribute to discussions on local energy and climate priorities and planning processes.

The municipal engagement sessions will build on the corresponding capacity development workshops under Activity 2. Where feasible, each municipal engagement session will follow the corresponding two-day capacity development workshop, enabling participating women to apply the knowledge and priorities developed through the capacity development process in structured engagement with relevant municipal stakeholders. The sessions will also draw on relevant evidence and stakeholder inputs generated under Activity 1.

The municipal engagement activities will, where feasible, be linked to existing or planned municipal energy and climate planning processes, rather than creating parallel consultation mechanisms. The engagement approach will promote inclusive participation and take account of barriers that may limit the participation of women and underrepresented groups.

Working in collaboration with the consultant responsible for municipal energy and climate planning, the consultant will provide substantive content within the consultant's area of expertise, while the municipal energy and climate planning consultant will lead the overall methodology, preparation, delivery and reporting of the municipal engagement process.

The consultant will:

  1. Contribute gender equality, vulnerability and social inclusion perspectives to the overall design and preparation of the municipal engagement activities; 
  2. Develop and deliver technical content and materials on gender-responsive participation, vulnerability and social inclusion in municipal energy and climate planning;

Reporting Requirements

To facilitate delivery of the above outputs, UN Women will provide the consultant with:

  • Relevant project documentation and background materials related to the Green Transition Portfolio, including methodology, data and findings from the Energy Poverty Assessment, as available; 
  • Technical guidance and feedback on deliverables; 
  • Coordination with relevant project partners, national counterparts and other stakeholders, as required; 
  • Logistical and administrative support for meetings, dialogues, workshops and other project activities; and 
  • Relevant data, reports and other materials developed under the project, as available. 

 

Consultant's Workplace and Official Travel

This is a home-based consultancy requiring travel within Bosnia and Herzegovina.

The consultant is expected to travel to and participate in:

  • the three Gender and Energy Poverty Dialogues which will be held in Zenica, Mrkonjić Grad, and Brčko; 
  • the national policy dialogue organized as part of SDG Week 2026 in Sarajevo;

Where feasible, each capacity development workshop will be followed by the corresponding municipal engagement session under Activity 3, allowing participants to apply the knowledge and priorities developed through the capacity development process in structured engagement with relevant municipal stakeholders. Municipality and participant selection will seek to reflect identified local needs and vulnerabilities and ensure an inclusive and diverse group of women, while implementation arrangements will take account of barriers that may affect women's participation.

Working in collaboration with the other national consultants, the consultant will lead the overall curriculum, learning methodology and programme design and integrate their respective technical contributions into a coherent capacity development programme.

The consultant will:

  1. Develop the capacity development programme, including the curriculum, learning methodology, learning objectives and overall programme structure; 
  2. Develop the facilitator's guide, session plans, participant learning materials and participant assessment tools, integrating technical contributions from the other national consultants; 
  3. Develop recommendations for a competency-based certification approach, including learning outcomes, participant assessment methods and certification requirements appropriate to the programme; 
  4. Develop and deliver technical content within the consultant's area of expertise, including climate resilience, green job skills, environmental sustainability, sustainable practices and community health, integrating relevant gender equality and social inclusion perspectives and inputs; 
  5. Lead and facilitate the capacity development workshops; 
  6. Assess participant learning; and 
  7. Prepare the Capacity Development Summary Report, with inputs from the other national consultants, including key results, participant assessment and feedback, lessons learned, and relevant findings and recommendations for subsequent municipal engagement under Activity 3.

Component 3: Technical Input to Municipal Energy and Climate Planning

The consultant will contribute technical expertise on capacity development, adult learning and participatory learning approaches to the design and delivery of municipal engagement activities under Activity 3. The activities will comprise three municipal engagement sessions in selected municipalities, to be delivered in three locations across Bosnia and Herzegovina – one in the Federation of Bosnia and Herzegovina, one in Republika Srpska and one in Brčko District – with the specific locations determined based on the participating municipalities. The workshops are indicatively planned for April–May 2027, designed to support women’s meaningful participation in municipal energy and climate planning and decision-making processes. The sessions will provide structured opportunities for participating women to engage with relevant municipal stakeholders, bring forward their priorities, perspectives and recommendations, and contribute to discussions on local energy and climate priorities and planning processes.

The municipal engagement sessions will build on the corresponding capacity development workshops under Activity 2. Where feasible, each municipal engagement session will follow the corresponding two-day capacity development workshop, enabling participating women to apply the knowledge and priorities developed through the capacity development process in structured engagement with relevant municipal stakeholders. The sessions will also draw on relevant evidence and stakeholder inputs generated under Activity 1.

Working in collaboration with the consultant responsible for municipal energy and climate planning (Activity 3), the consultant will provide substantive inputs within the consultant's area of expertise, while the municipal energy and climate planning consultant will lead the overall methodology, preparation, delivery and reporting of the municipal engagement process.

The consultant will:

  1. Contribute relevant perspectives and learning from the capacity development programme to the overall design and preparation of the municipal engagement activities;

Reporting Requirements

To facilitate delivery of the above outputs, UN Women will provide the consultant with:

Consultant's Workplace and Official Travel

This is a home-based consultancy requiring travel within Bosnia and Herzegovina.

The consultant is expected to travel to and participate in:

  • the three Gender and Energy Poverty Dialogues which will be held in Zenica, Mrkonjić Grad, and Brčko; 
  • the national policy dialogue organized as part of SDG Week 2026 in Sarajevo;

Background:

In Bosnia and Herzegovina, UN Women is implementing activities under the UN Women–UNDP UN-to-UN Agreement “Understanding the Challenges and Current State of Energy Poverty”, under Pillar 1 – Decarbonization and Climate Resilience of the Green Transition Portfolio, funded by the Government of Sweden. The intervention contributes to a just and inclusive green transition by strengthening the evidence base on gender-responsive approaches to energy poverty, enhancing women's capacities for climate resilience and green transition, and promoting women's meaningful participation in local energy and climate planning processes.

 

To achieve these objectives, UN Women is implementing three mutually reinforcing activities:

  • Activity 1.: Conduct gender-responsive energy poverty assessment; 
  • Activity 2: Deliver gender-responsive training for women on climate resilience, green job skills, environmental awareness related to sustainable practices and community health;

These activities are designed as an integrated intervention, with evidence and stakeholder inputs generated under Activity 1 informing the design and implementation of Activities 2 and 3. To support the implementation of all Activities, UN Women will engage an interdisciplinary team of three national consultants with complementary expertise in gender equality, vulnerability and social inclusion in energy poverty policy, gender-responsive green skills and capacity development, and gender-responsive municipal energy and climate planning. While each consultant will assume lead responsibility for a specific technical area, all three consultants are expected to work collaboratively throughout the assignment to ensure coherence across activities and contribute to integrated technical outputs, under the overall UN Women leadership and coordination.

 

The National Consultant on Gender-Responsive Municipal Energy and Climate Planning will serve as the technical lead for Activity 3. The consultant will contribute technical expertise on municipal energy and climate planning to the Gender and Energy Poverty Dialogues under Activity 1. and to the capacity development programme under Activity 2, and use relevant evidence, stakeholder inputs and learning from these activities to inform the municipal engagement process. The consultant will lead the design, preparation and delivery of the municipal engagement activities under Activity 3, including the methodology, practical tools, workshop materials and facilitation approach, working closely with the other national consultants to ensure consistency and complementarity across the assignment.

Description of Responsibilities / Scope of Work

The overall objective of this consultancy is to provide technical leadership for the design, preparation and delivery of municipal engagement activities under Activity 3, drawing on available evidence, stakeholder inputs and learning from Activities 1 and 2 to support women's meaningful participation in municipal energy and climate planning and decision-making.

 

The consultant will work as part of an interdisciplinary team of three national consultants supporting Activities 1, 2 and 3. While assuming lead responsibility for Activity 3, the consultant will contribute technical expertise to the preparation and facilitation of the Gender and Energy Poverty Dialogues under Activity 1 and identify relevant opportunities, barriers and entry points for municipal engagement. The consultant will also contribute to the design and delivery of the capacity development programme under Activity 2 within the consultant's area of expertise.

 

Component 1: Technical Input to Stakeholder Engagement and Policy Dialogue

The consultant will contribute technical expertise to three in-person Gender and Energy Poverty Dialogues (Dialogues) planned for 28–30 September 2026, to be held in Zenica, Mrkonjić Grad, and Brčko, for approximately 30 participants per dialogue. Participants will include representatives of relevant government institutions and local authorities, civil society organizations, academia, social service providers, organizations representing vulnerable and marginalized groups, development partners, and women and men with lived experience of energy poverty.

 

The dialogues will provide a platform for discussing available and emerging evidence on energy poverty alongside gender and stakeholder perspectives and lived experiences, and for considering their implications for relevant policy and institutional frameworks in Bosnia and Herzegovina. Discussions will address, as relevant, gender aspects in energy and climate policy, social protection, just transition, local energy and climate planning, and relevant strategies and legislation, and will generate stakeholder inputs and recommendations to inform subsequent activities under the Green Transition Portfolio.

 

The consultant will:

  1. Contribute technical inputs and materials on municipal energy and climate planning and participatory municipal processes to the preparation of the dialogues;  
  2. Co-facilitate the dialogues, in coordination with the consultant leading Activity 1; 
  3. Identify relevant opportunities, barriers and entry points emerging from the dialogues for strengthening women's participation in municipal energy and climate planning; 
  4. Contribute inputs to the Dialogue Summary Report, particularly those relevant to Activity 3; and 
  5. Participate in the national policy dialogue during SDG Week 2026 and identify relevant implications for municipal engagement under Activity 3.

 

Component 2: Technical Input to Gender-Responsive Green Skills and Capacity Development

The consultant will contribute technical expertise on municipal energy and climate planning and participatory planning processes to the design and delivery of the gender-responsive capacity development programme under Activity 2. The programme will comprise three two-day capacity development workshops for approximately 50 women from selected municipalities, indicatively planned for March–April 2027, to be delivered in three locations across Bosnia and Herzegovina – one in the Federation of Bosnia and Herzegovina, one in Republika Srpska and one in Brčko District – with the specific locations determined based on the participating municipalities.The workshops are strengthening women's knowledge, skills and confidence to participate in and benefit from the green transition. The programme will address climate resilience, energy poverty, sustainable practices, environmental awareness and community health, green economy and green job opportunities, and women's participation in local climate and energy governance, and will include participant assessment and a competency-based certification approach.

 

The programme will be informed by available preliminary evidence generated under Activity 1 and relevant stakeholder inputs and will serve as a preparatory step for women's subsequent participation in municipal energy and climate planning under Activity 3. Reporting Requirements

All narrative reports, technical documents and other knowledge products shall be submitted in English, unless otherwise agreed with UN Women. Training materials, technical guidance documents and other materials intended for implementation under Activities 2 and 3 will be prepared in Bosnian/Croatian/Serbian.

 

UN Women Support

To facilitate delivery of the above outputs, UN Women will provide the consultant with:

  • Relevant project documentation and background materials related to the Green Transition Portfolio, including methodology, data and findings from the Gender-Responsive Energy Poverty Assessment, as available; 
  • Existing UN Women technical documentation, capacity assessments and other relevant evidence to inform the design of municipal engagement activities; 
  • Technical guidance and feedback on deliverables; 
  • Coordination with relevant project partners, national counterparts and other stakeholders, as required; 
  • Logistical and administrative support for meetings, dialogues, workshops and other project activities; and 
  • Relevant data, reports and other materials developed under the project, as available. 

 

Consultant's Workplace and Official Travel

This is a home-based consultancy requiring travel within Bosnia and Herzegovina.

The consultant is expected to travel to and participate in:

  • the three Gender and Energy Poverty Dialogues which will be held in Zenica, Mrkonjić Grad, and Brčko; 
  • the national policy dialogue organized as part of SDG Week 2026 in Sarajevo; 
  • the three capacity development workshops under Activity 2 to be delivered in three locations across Bosnia and Herzegovina – one in the Federation of Bosnia and Herzegovina, one in Republika Srpska and one in Brčko District – with the specific locations determined based on the participating municipalities; and 
  • the three municipal engagement sessions under Activity 3 to be delivered in three locations across Bosnia and Herzegovina – one in the Federation of Bosnia and Herzegovina, one in Republika Srpska and one in Brčko District – with the specific locations determined based on the participating municipalities. 

 

Any travel to field locations will be pre-arranged and approved in consultation with the supervisor, with all travel expenses covered by UN Women

  • Master’s degree in Environmental Studies, Climate Change, Sustainable Energy, Environmental Engineering, Urban or Spatial Planning, Public Administration, Public Policy, Sustainable Development, Social Sciences, Gender Studies, or another discipline relevant to the requirements of this ToR or a first-level university degree in a relevant field in combination with two additional years of qualifying experience may be accepted. PASS/FAIL

Experience

  • Minimum five (5) years of demonstrated experience in municipal energy and climate planning, including SECAPs or other local energy and climate planning instruments, sustainable energy planning, climate resilience, local development planning or related municipal planning processes. (40 pts) 
  • Minimum three (3) years of demonstrated experience in developing methodologies, technical guidance, implementation tools, workshop materials or other practical resources supporting municipal energy, climate or local development planning processes. (30 pts) 

Minimum five (5) years of demonstrated experience in designing and facilitating participatory planning processes, stakeholder consultations, workshops or other multi-stakeholder engagement activities involving municipal authorities and communities, including integration of gender equality and social inclusion considerations into municipal energy, climate or local development planning processes. (30 pts)

Language

  • Fluency in Bosnian/Croatian/Serbian is required. PASS/FAIL
  • Fluency in English is required. PASS/FAIL
