One of the key areas of concern is the economic empowerment of women. Progress toward it depends not only on the adoption of a set of public policies by governments, but also on the existence of an enabling environment and active engagement of the corporate sector. This is also relevant to the achievement of SDG 1 (Poverty Reduction), SDG 10 (Reduced inequalities) and SDG 17 (Revitalize the global partnership for sustainable development).
The economic empowerment of women (WEE) – to succeed and advance economically and to make and act on economic decisions – is a prerequisite for realizing gender equality and empowering women in all areas of life. It is also a cornerstone for achieving the Sustainable Development Goals (SDGs) of the 2030 Agenda. UN Women’s global Economic Empowerment Strategy focuses on the key strategic priorities, namely:
- Advancing Gender-Responsive Business Conduct and Creating More Decent Work Opportunities (WEPs)
- Accelerating Gender-Responsive Entrepreneurship for (M)SMEs (i.e. Gender-Responsive Procurement & strengthening women’s entrepreneurship)
- Progressing Safe Migration to Decent Employment
- Transforming Care Systems
WE RISE Together (WRT) – Advancing gender-responsive procurement in the Mekong sub-region is a four-year Mekong-Australia Partnership (MAP) project developed by UN Women. It sits under MAP’s Economic Resilience Fund (MAP-ERF) and addresses its four drivers of resilience (including macroeconomic, household, business, and government resilience). The project responds to the prioritisation of women’s economic empowerment by expanding market access for Women-owned Businesses1 (WOBs) and Gender Responsive Enterprises1 (GREs) through procurement opportunities.
WRT tackles the structural gender inequities that exist within the global procurement market in which WOBs secure only one per cent of spending worldwide.2 By introducing and advancing increased market access through gender-responsive procurement1 (GRP), WRT operates with the overall objective to empower more women to equally access, lead, and benefit from expanded market opportunities in the Mekong subregion.
The project works across the Mekong subregion, namely in Cambodia, Lao PDR, Thailand and Viet Nam, leveraging the capacity, network and insights build during its phase 1 implementation. The project will work towards three interlinked outcomes:
Outcome 1: Increased awareness and commitment towards GRP at the ecosystem level & and more gender-responsive institutions through the collection of sex-disaggregated data & improved national data infrastructure
Outcome 2: Strengthened national policies and public procurement systems that are aligned with Mekong and ASEAN frameworks
Outcome 3: Increased market connections and opportunities for WOBs and GREs
A core objective of WE RISE Together (WRT), and UN Women’s broader Women’s Economic Empowerment (WEE) portfolio, is to strengthen enabling environments that expand women’s economic participation, including women with disabilities and other marginalized or underrepresented groups. Across the Mekong subregion, business registration/licensing systems are often a key administrative source for identifying formal enterprises and linking them to markets, government services, and procurement systems. However, these administrative registers typically do not collect sex-, disability-, or other intersectionally disaggregated characteristics at the enterprise or owner level, and data are frequently fragmented across multiple administrative agencies. As a result, statistical systems face limitations in reliably identifying women-owned and other inclusive enterprises, producing supplier-diversity indicators, and supporting the monitoring and evaluation of gender-responsive procurement (GRP) policies.
The National Consultant will be reporting to the Programme Management Consultant, with a matrix coordination line to Gender Statistics Specialist in the Women’s Economic Empowerment Section at the UN Women Regional Office for Asia and the Pacific. In close coordination with UN Women and national stakeholders, the National Consultant will assist with conducting a diagnostic assessment of data ecosystems, including data governance, for the production of business statistics in official statistics in Thailand. The diagnostic assessment will also include the identification of challenges and opportunities for integrating gender, disability and intersectionality in business statistics and gender-mainstreaming in the production of business statistics in contexts at different level of statistical maturity.
The work will support the development of an evidence-informed assessment of:
- Institutional and governance arrangements for the production of business statistics and related administrative data management.
- Administrative workflows and current processes for business registration, including complexity, duplication of steps/documentation, and resulting burdens on MSMEs;
- Interoperability and data exchange between business registration and adjacent systems (e.g., tax, licensing, statistics, SME support platforms, and procurement systems);
- Identification of current data sources for business statistics and the feasibility for sex-disaggregation, disability-disaggregation, and intersectionality analysis;
- Practical reform pathways aligned with global guidance and national priorities (e.g., GRP, SME development, digital government).
The mapping is intended as a diagnostic (not a full IT system redesign), producing actionable recommendations and country-level options to inform subsequent capacity development and guidance development under the WRT programme.
Further to that, UN Women in Thailand is planning to hold three workshops, and the assignment may require support and contributions to these workshops, including technical and statistical inputs, preparation and follow-up, where relevant to the Thailand workplan.
Description of Responsibilities/ Scope of Work
A. Review and data system mapping:
- Assist with a desk review of relevant national documentation, including legal and regulatory frameworks for the production and use of business statistics, institutional mandates, public guidance on registration procedures, any existing registry modernization initiatives, and any other sources for producing business statistics in Thailand. The desk review should include a mapping of the current business registration workflow, including (as applicable) steps for registration, licensing, tax registration, renewal/updates, deregistration, and data-sharing arrangements.
- Assess whether and how registration systems capture sex-disaggregated and disability-related data.
- Assess interoperability and coordination across systems (registry–tax–licensing–statistics–procurement), including presence and use of UBIs or other unique identifiers; data exchange protocols and governance; and feasibility of linking registry data to procurement/supplier databases for GRP monitoring
- Contribute to stakeholder interviews (remote and/or in-country as agreed) with key national stakeholders, which may include: business registration authority, ministries of commerce/finance/planning/digital development, tax authority, national statistics office, procurement agency/platform administrators, SME promotion agencies, women’s machineries, business associations, WOB networks, civil society organizations, and organizations of persons with disabilities (OPDs).
- Provide input to an assessment of the feasibility of the data ecosystem for using available data to set up gender-responsive digital business platforms.
- Provide interpretation to facilitate meetings and aid understanding of official documentation where necessary.
B. Validation of the assessment:
- Contribute to the production of a structured overview of the business registry data model, including core variables captured, metadata/definitions (where available), update frequency, and data governance considerations.
- Support the organization of, and facilitate, validation workshops of key findings through targeted check-ins with national focal points and UN Women country team; document points of agreement and contested issues.
C. Recommendations and knowledge sharing:
- Identify gaps and practical options to strengthen data governance, interoperability, and administrative coordination, including quick wins and medium-term reforms.
- Contribute to the drafting of an action plan which will include diagnostic, prioritized recommendations, feasibility considerations, and proposed entry points linked to GRP, SME development, and digital government agendas.
D. Monitoring and Reporting:
- Contribute to the monitoring, consolidation and documentation of results from WRT 2.0 implementation in Thailand, reviewing programme documentation and data to verify and summarize quantitative and qualitative progress against relevant outputs, indicators and targets, while identifying outstanding data and evidence gaps to strengthen donor reporting aligned with the regional reporting framework.
- Coordinate and maintain programme monitoring and evidence systems, compiling, organizing and maintaining means of verification in a centralized repository with clear links to corresponding outputs and indicators, and contributing to the production of programme monitoring and reporting.
- Supporting the WRT Thailand team to implement the regional WRT MEL Framework and ensure data, evidence is systemically recorded.
E. Supporting Implementation and systemizing Entrepreneurship Market Opportunities:
- Lead the set-up of an entrepreneurship and buyer database for UN Women Thailand.
- Coordinate and maintain data and evidence for inputs on the matching of women-owned business suppliers and buyers.
Deliverables
The National Data, Monitoring and Reporting consultant is expected to deliver the outputs below to UN Women, in formats agreed at inception (Word + PPT; annexes in Excel/diagram formats as relevant). All deliverables should integrate GEDSI considerations throughout.
- Country Mapping & Review
- Contribute, as required, to desk research and stakeholder meetings to deliver overall mapping and review to include:
- Governance, institutional and legal mapping
- System map - workflow and administrative burden analysis

- Prioritized recommendations at country level (short-/medium-term) and feasibility notes
- Identification of potential data uses for evidence-informed decision making
- Contribute, as required, to desk research and stakeholder meetings to deliver overall mapping and review to include:
- Draft Action Plan
- Provide input to draft action plan for Thailand, summarizing findings of mapping and review and recommendations producing and using business statistics to advance women’s economic empowerment.
- Support the organization and facilitation of validation workshops for the draft Country Action Plan, including coordination and engagement with key national stakeholders through consultations and meetings.
- Final Reporting
- Contribute to the development of technical sessions on business statistics and gender during a technical workshop, scheduled in Lao PDR, and, where relevant, for the three planned workshops in Thailand.
- Collaborate with UN Women and national stakeholders, to finalize action plan for Thailand.

Building on the completed WASH ESRMP pilot covering all AWP 2026 activities, the consultant will support final validation and operational implementation of ESS and CFM requirements.
The consultant will:
- Consolidate validation comments and finalize risk applicability, ratings, management measures, implementation responsibilities, indicators, verification mechanisms and monitoring arrangements.
- Validate application of ESS controls with UNICEF stakeholders, implementing partners, vendors and other responsible entities.

Towards the Recognition, Reduction and Redistribution of Unpaid Domestic and Care Work in Latin America and the Caribbean". The objective of the project is to increase the economic autonomy and well-being of women in Latin America through their access to comprehensive care policies and systems. To this end, at the regional level, the project works on the generation of applicable knowledge and public positioning on comprehensive care policies and systems in Latin America and the Caribbean (LAC). At the national level, the project is implemented in Peru, Ecuador, Mexico, Panama and the Dominican Republic, strengthening national and local capacities to provide care services and infrastructures at the national and subnational level as an impetus towards the construction of a National Care System, placing special emphasis on the generation of inspiring practices at the local level. Likewise, in its mission, the project seeks to strengthen bi-regional cooperation between Latin America and the Caribbean with Europe, taking advantage of the impulse that feminist foreign policy in both regions is giving to the development of comprehensive care policies and systems.
Under the guidance and direct supervision of the Deputy Regional Director, the Regional Programme Specialist will be responsible for providing strategic leadership and comprehensive management of the care program. Likewise, in coordination with UN Women's country offices, the incumbent will maintain communication with national and local partner institutions to ensure the implementation of the activities foreseen in the project in the prioritized countries and contribute to the development of regional activities and the achievement of results. Availability is required for travel within Latin America and the Caribbean.
Key Functions and Accountabilities :

Lead the implementation of the project "Transforming economies. Towards the Recognition, reduction and redistribution of unpaid domestic and care work in Latin America and the Caribbean" at the LAC regional level
· Lead the implementation of activities developed under the regional component of the care project, ensuring high standards of quality and efficiency and fostering synergies between regional, national, and local components. This includes the coordination, monitoring and substantive review of the products and actions developed in the field of care.
· Lead strategic project planning and collaborate with country offices to develop and implement Annual Work Plans, evaluating progress, budget execution and results, and providing technical guidance for efficient management.
· Establish and strengthen coordination mechanisms between the countries involved in the program and the levels of work, including the subnational level (local governments, civil society, among others), to ensure fluid communication and effective articulation of actions;
· Contribute to the establishment and strengthening of strategic alliances with institutional partners and key actors, create synergies with other donor initiatives in the region, and broaden the base of collaboration through consultation and mapping processes of relevant actors in the care agenda.
· Facilitate inter-agency relations between UN Women and its partners through planning, coordination, and active participation in dialogue spaces such as technical meetings, workshops, field missions, and other related events;
· Maintain a channel of permanent consultation and coordination with the technical teams of the country offices, the specialized technical advisors, the UN Women regional team, national and/or local partners and the donor, to contribute to the articulated implementation of the project activities;
· Coordinate the organization and governance mechanisms of the Project (Regional Steering Committee, National Steering Committee and Operational Working Group) and provide relevant technical inputs such as presentations, key data, executive reports and supporting documentation;
· Collaborate in the implementation of communication and advocacy strategies to make visible the results of the project and the work of UN Women in care, providing technical inputs for communication products, and defend the care agenda in key spaces at the regional level;
· Lead the design and implementation of the project's monitoring and evaluation strategy, develop tools for monitoring results and indicators, evaluate the impact of activities, and oversee the preparation of technical and financial reports in accordance with UN Women and donor standards.
· Plan, organize and participate in missions, events, workshops and other activities related to the area of care promoted by UN Women or other partners;
· Advise ACRO management and country offices on project execution, providing technical inputs to support decision-making and the quality of interventions;
· Respond to any other requests or requirements from the UN Women regional office or in relation to the implementation of the project or the work of UN Women at the regional level.
2. Provide technical advisory support on UN Women's actions in the field of care at the regional level within the framework of the care project in LAC.
· Provide specialized technical advice to country offices, government partners, and civil society organizations to develop and/or strengthen care systems, policies, frameworks, and strategies in the region.
· Develop context analysis, programmatic proposals, and methodological tools that contribute to evidence-based policymaking, as well as resource mobilization around the care agenda.
· Collaborate in the organization and facilitation of spaces for dialogue, meetings and face-to-face and virtual workshops, aimed at different strategic actors, in order to expand the processes of training, learning and articulation in the region.
· Manage the production and review of technical knowledge (policy documents, guides, case studies, tools, etc.), and evaluate experiences developed by UN Women in the region, ensuring their articulation with the regional care agenda.
· Create mechanisms for dialogue and participation with key actors to defend the political and technical commitment to the implementation of comprehensive care systems, in line with the Tlatelolco Commitment and other regional initiatives.
3. Manage the development of partnerships and resource mobilization as it relates to the care project in LAC.
· Provide technical support and guidance to MCO and COs on managing activities and other promotional events to engage bilateral and multilateral institutions/donors, private sector and civil society to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes;
· As part of strategic planning, provide support and advice to MCO and COs in forging and implementing strategic partnerships to increase UN Women’s positioning in country;
· Liaise with key stakeholders from Government, academia, civil society, the private sector and key international actors to build and strengthen strategic alliances and partnerships on women’s rights and gender equality initiatives.
4. Facilitate knowledge building and sharing within the framework of the care project in LAC.
· Support and oversee the reporting and produce regional analysis including global trends and identifying challenges.
· Lead the development and dissemination of good practices and lessons learned on coordination and gender mainstreaming.
· Provide capacity development support to regional and country level colleagues on coordination mandate and gender mainstreaming.
· Develop capacity development initiatives on gender-related issues and priorities as needed.
