UN Women is present in Uzbekistan for more than two years, focuses on Women’s Economic Empowerment, Gender Responsive Budgeting, Tackling Harmful Social Norms and Gender Stereotypes and strengthening Gender Statistics. These thematic areas are identified based on the needs of the country to accelerate the Gender Strategy 2030. In addition to various reforms on going in the country, Uzbekistan has been selected as one of the pathfinder countries for the Global Accelerator on Decent Jobs and Social Protection for Just Transitions (herein after, Global Accelerator).

The Global Accelerator is an initiative of the UN Secretary-General launched in September 2021 to help countries address multiple crises, accelerate economic recovery, investing in decent jobs and social protection, and respond to current and future challenges (formalization, youth employment, gender equality, green transition, digital economy, etc.) while facilitating just transitions for all. The Global Accelerator aims to support the creation of 400 million decent jobs, the extension of social protection to the 4 billion people who are currently excluded, and to facilitate "just" transitions for all. UN Women is one of the implementing agencies of Global Accelerator in Uzbekistan will contribute to the decent work for women through various activities.

To achieve these ambitious targets, the Global Accelerator will support: 

  • Strategic investments in sectors of the economy (renewable energy, agriculture, digitalization, care, etc.) with high potential for decent job creation, formalization of employment and enterprises. 
  • Strategic investments in social protection to increase the sector’s integration, effectiveness, efficiency and ability to respond to shocks of different nature.
  • Strategic investments in public social protection and labour market institutions, to put the State closer to people, respond to the needs of workers and enterprises and incentivize them to contribute their fair share of taxes and social security contributions, and further capacitate institutions to design and manage social protection programmes. 

 

The Global Accelerator works through three inter-connected pillars simultaneously: 

Pillar 1 - It supports the development and implementation of integrated policy approaches to create productive jobs and achieve universal social protection to foster just transitions and a virtuous cycle or economic growth, public revenue generation and reinvestment in key sectors, as well as to reduce poverty and cushion vulnerable population from the impact of shocks.

Pillar 2 - It helps countries to develop and operate financing strategies using the full range of available funding sources (including tax revenues, social security contributions, official development assistance, debt relief/reduction/restructuring, private investment). 

Pillar 3 - It seeks to elicit high-level buy-in and commitment among governments, social partners, civil society, and the development community and facilitates effective intersectoral coordination and national social dialogue at the country level.

 

Context

This assignment will be undertaken under Activity 2.1 Researching the mechanisms of recognition and formalization of work of those employed in paid and unpaid domestic and care work.

Deliverables

 

UN Women seeks to engage a national expert to support the international expert and co-facilitate the Care Training scheduled for 26-30 October 2026 in Tashkent. The national expert will be responsible for adapting UN Women’s core Care training modules to the local context, ensuring their alignment with recent developments in Uzbekistan’s care system, including reforms and initiatives led by the National Agency for Social Protection and Ministry of Employment and Poverty Reduction.

Working in close coordination with the international expert, the national expert will revise the training concept note, develop the training agenda, and co-facilitate selected training sessions in Uzbek and/or Russian, as required. The expert will also integrate the key findings and recommendations of the study Formalizing Domestic and Care Work in Uzbekistan: Pathways for Gender Equality and Decent Jobs into the relevant training modules, where appropriate.

In addition, the expert will design pre- and post-training questionnaires to assess participants' baseline knowledge and measure learning outcomes. Following the training, the expert will prepare a concise training report summarizing the implementation process, key discussions and outcomes, participant feedback, lessons learned, and recommendations for future capacity-building initiatives.

Purpose of Assignment and Scope of the work

All work under this consultancy shall be performed on a home-based basis in Uzbekistan, in close coordination with the Migrants Assistance and Protection Unit of IOM Uzbekistan. The Consultant shall be responsible for ensuring that they hold all permissions required to perform the assignment in Uzbekistan.
The Consultant shall carry out the assignment in accordance with the approved methodology and work plan and shall maintain regular coordination with IOM throughout the assignment. Any substantive adjustments to the agreed methodology or scope arising from the findings of the mapping shall be discussed and agreed with IOM in advance.

The inception package and draft analytical report may be prepared in Russian to facilitate substantive review by IOM and, where relevant, consultations with national stakeholders. The final national mapping and analytical report shall be prepared and submitted in both Russian and English. Both language versions shall reflect the same finalized findings, analysis and recommendations.

All deliverables shall be submitted electronically in editable digital format. All supporting materials developed under the assignment, including datasets, service mapping matrices, analytical tables, diagrams, charts and other visual materials, shall also be handed over to IOM Uzbekistan in editable format, where applicable.
Each work assignment shall be discussed in advance and a specific contract (Purchase Order) describing the nature of the job request, timeframe and budget shall be issued. Assignments will be requested and managed by the Migrants Assistance and Protection Unit of IOM Uzbekistan.

The Consultant shall ensure the accuracy, consistency and appropriate referencing of information used in the deliverables and shall maintain the confidentiality of any non-public information obtained in the course of the assignment. Information collected and processed under the consultancy shall be used solely for the purposes of the assignment and handled in accordance with applicable IOM requirements.

The materials produced in the performance of this consultancy shall be credited to IOM Uzbekistan. All original materials and outputs produced under the assignment shall be handed over to IOM Uzbekistan and shall remain the property of IOM.

All copyrights and other intellectual property rights in materials produced in the performance of this consultancy shall be vested exclusively in IOM. It leads and coordinates UN efforts to ensure that gender equality commitments are translated into action globally, in line with key frameworks such as CEDAW, the Beijing Platform for Action, and the 2030 Agenda.

In 2008, the UN Sustainable Development Group (now UNSDG) endorsed the UN Country Team (UNCT) System-Wide Action Plan (SWAP) Gender Scorecard, “Accounting for Gender Equality”, as a UNCT accountability tool to assess gender mainstreaming efforts. This was developed in response to the UN Chief Executives Board’s 2006 policy on gender equality. In 2023, a revised version, the UNCT-SWAP Gender Equality Scorecard, was launched, aligning with the SDGs and harmonized with the UN-SWAP.

The 2016, 2020 and 2024 Quadrennial Comprehensive Policy Reviews (QCPRs) and the 2019 UNSDG Guidance on the UNSDCF all emphasize using the UNCT SWAP Gender Equality Scorecard as a central planning and reporting tool. It calls for active and meaningful participation of both women and men, and the empowerment of women and girls, as per UNSDG-endorsed minimum requirements.

In Timor-Leste, the UNCT has shown strong commitment to advancing gender equality through regular use of the Scorecard. This year, a Comprehensive UNCT-SWAP assessment will be carried out to inform the planning, implementation and monitoring of the new UNSDCF 2026 – 2030 cycle, ensuring that gender equality remains a central pillar of UN programming in the country. The UNCT’s performance under the UNCT-SWAP Gender Equality Scorecard will also inform its efforts in line with the Gender Equality Acceleration Plan (GEAP), providing a roadmap for how the UN can advance.

As the successor to the UN Development Assistance Framework (UNDAF), the UNCT in Timor-Leste developed its first nationally owned UNSDCF (2021-2025) and is now in the process of developing its next UNSDCF (2026–2030). The framework is anchored in national development priorities, the 2030 Agenda, and the UNSDCF guiding principles.

The UNSDCF 2026–2030 outlines the strategic programmatic collaboration between the UN system and the Government of Timor-Leste through four Outcomes under four Strategic Priority Areas: (1) Social Capital and Inclusive Services; (2) Economic Development; (3) Disaster and Climate Resilience and Resilient Infrastructure; and (4) Democratic Governance and Institutional Framework. These areas aim to address the challenges and risks to accelerating and achieving the SDGs.

Under this UNSDCF cycle, four Results Groups (RGs) will be established to enhance coherence and strategic cross-sectoral collaboration, ensuring complementarity between intervention areas.

Objectives:

The main objective of this consultancy is to facilitate the UNCT-SWAP Gender Equality Scorecard and assess the effectiveness of the UNCT in Timor Leste in gender mainstreaming, promotion of gender equality and women’s empowerment as well as to provide a set of actions for improvements. This exercise will:

  • Assist the UNCT in identifying areas in which they are meeting or not meeting minimum UNSDG minimum requirements on gender mainstreaming practices and performance.
  • Support the UNCT in identifying where technical assistance can support the achievement of minimum requirements and/or strategies for advancing in areas where they are underperforming.
  • Inform a constructive dialogue within the UNCT about the current status of support for gender equality and women’s empowerment, and how it can be improved.

The Inter-Agency Assessment Team (IAT) will be established, comprising representatives from the Resident Coordinator’s Office (RCO), GTG, RGs, the UN Communications Group, and the Operations Management Team (OMT), to support this process and work alongside the Consultant on the implementation of the UNCT-SWAP process. This team will ensure the assessment is carried out in a participatory and timely manner, with the support of the Consultant.

Scope of Work and Responsibilities:

Under the overall guidance and direct supervision of UN Women Timor-Leste Head of Office, the UNCT-SWAP Gender Equality Scorecard Consultant will be responsible for leading on and facilitating the UNCT-SWAP Gender Equality Comprehensive Scorecard exercise- including by guiding and supporting the IAT, within the stipulated timeframes:

  1. Background document review, development of inception report defining methodology, process, data collection instruments, timeline (4 working days):

2. Prepare and facilitate a UNCT-SWAP orientation during the UNCT meeting 

 

Conduct an orientation session for UNCT members to introduce the UNCT-SWAP Gender Equality Scorecard Comprehensive Exercise, including its purpose, structure, and key components. The session will clarify roles and responsibilities, outline an effective reporting process, and provide guidance on how to use assessment findings to identify gaps, document best practices, and develop advocacy messages for both internal and external audiences. Following the same and supported by the GTG and RCO, the Consultant will guide the establishment of the IAT. 

 

3.  Assist and support the in-country assessment: 

 

  • Prepare and lead a dedicated orientation for IAT members on the assessment process and support the mapping and assignment of Performance Indicators between IAT members, and timelines for the overall assessment process.  Additionally, support the creation of an on-line repository of documents to inform the assessment – by performance indicator. 
  • Facilitate working sessions with and provide technical support to key stakeholders, such as the Resident Coordinator; Heads of Agencies; key programme staff; M&E teams, partners, etc. to discuss and score areas of performance.

 

4. Assistance and support to the IAT for reporting and development of action plan

 

  • Conduct gender analysis of verification documents required to help the IAT rate areas of performance.
  • Complete the rating matrix, based on discussions had with the IAT collectively on the preliminary findings of the assessment, and the outcomes of the same.
  • Draft UNCT-SWAP narrative report, with inputs from IAT.
  • Prepare Action Plan based on agreed follow-up action points identified through the assessment 
  • Debriefing with GTG and RCO on the key findings to inform a discussion with the UNCT.

 

5. Validation and finalization of SWAP Comprehensive Assessment Report and Action plan 

 

  • Facilitate a debrief with the UNCT HOAs to discuss findings and proposed actions.
  • Complete the UNCT-SWAP narrative report and Action Plan based on feedback, including from the UNCT HOAs.
  • Address comments and recommendations of the SWAP Gender Score Card Secretariat and finalize inputs to the SWAP online platform by set deadlines.

Traditional statistical systems often fail to capture gender-specific data and statistics, resulting in significant data gaps that obscure the lived experiences of women, men, girls, and boys. These gaps hinder the ability of policymakers and institutions to identify inequalities and design targeted, evidence-based interventions. Integrating gender perspectives across the entire statistical cycle including data collection, analysis, dissemination, and utilization enables the production of gender responsive, inclusive, reliable, and representative datasets. Beyond generating evidence, gender statistics serve as an essential resource for policymakers and legal drafters, illuminating the realities of women and men and informing the development of laws and policies that promote equity across all sectors such as health, education, agriculture, employment, and political participation and decision making. 

The Joint Programme “Strengthening Institutional Capacity of Gender Machineries in Ethiopia” implemented by UN Women and UNFPA Ethiopia Country Offices with financial support from the European Union and the Spanish Agency for International Development aims to strengthen gender mainstreaming systems, institutional capacity, gender statistics, coordination, and accountability mechanisms at the Federal and Regional level. One of the result areas for the joint programme is “strengthened mechanisms for Production, analysis and use gender-related data.’’ As part of this effort, a national assessment will be conducted to assess the current landscape of Ethiopia’s gender statistics system. The assessment will review existing initiatives, achievements, and institutional practices, while identifying persistent gaps and challenges. It will also examine how available gender statistics are utilized by policymakers and legal drafters to drive tangible improvements in the lives of women and vulnerable populations. To this end, UN Women is planning to bring on board a qualified national consultant to conduct a comprehensive assessment of the National statistics system and, analysis, dissemination, and use of gender statistics at both national and in Afar, Amhara, Tigray, Somali and Gambella regions.

The consultant will work under the overall guidance and supervision of UN Women National Programme Coordinator and UNFPA Ethiopia Programme Specialist, in close collaboration with the Ministry of Women and Social Affairs Ethiopian Statistical Services (ESS) and relevant federal institutions. A technical task team may be established to provide guidance, review data collection tools, facilitate access to institutions and documents, and ensure quality assurance throughout the process. 

Description of Responsibilities/ Scope of Work

The assessment will focus on the Federal Statistics Service and selected Regional Statistics Bureaus, with particular attention to selected pro-poor sectors at the federal and regional levels, including sectors such as, Ethiopian Statistics Service, Ministry of Women and Social Affairs, Ministry of Planning and Development, MOH, MOE, MOA, Ministry of skills and job creation, etc...  and. The scope will examine how gender statistics are produced, analyzed, disseminated, and utilized within these institutions and sectors to inform inclusive development. In addition, the consulting firm will engage a broad range of stakeholders involved in policy formulation and legal drafting processes at both federal and regional levels (in Afar, Amhara, Tigray, Somali and Gambella regions), including relevant ministries, legislative bodies, and sectoral agencies, to assess how gender data informs decision-making and regulatory frameworks.

The national consultant is expected to propose and justify the most appropriate and robust methodology for carrying out this assignment, combining qualitative and quantitative approaches as relevant, and ensuring participatory engagement with key stakeholders to generate comprehensive and actionable findings.

Main tasks and Responsibilities 

  • Conduct a comprehensive situational analysis of Ethiopia’s gender statistics system, including institutional frameworks, legal provisions, key stakeholders, and coordination mechanisms at national and in Afar, Amhara, Tigray, Somali and Gambella regions.
  • Assess the production and quality of gender statistics by reviewing data sources, methodologies, standards compliance, and the availability of disaggregated data.
  • Evaluate current systems for dissemination and accessibility of sex disaggregated data, and gender statistics, including platforms, communication tools, and user-friendliness for diverse audiences.
  • Analyze how gender statistics are used by policymakers and legal drafters to inform policies, programs, and legislation, and identify barriers to effective utilization.
  • Assess the technical and institutional capacities of relevant agencies involved in gender data production, analysis, management and utilization.
  • Identify key gaps and challenges within the gender statistics ecosystem and develop practical, prioritized recommendations for improvement.
  • Facilitate the collection of data at the regional level in Afar, Amhara, Gambella, Somali and Tigray regions including onboarding and managing data collectors
  • Prepare and deliver key outputs, including an inception report, stakeholder consultations, validation of findings, and a comprehensive final assessment report.

The Programme Analyst   for Women’s Economic Empowerment (WEE) is expected to contribute to the WEE portfolio of UN Women in Azerbaijan, which a specific focus on implementing projects related to women in the world of work, including private sector engagement, such as the project “Advancing Women’s Economic Empowerment and Resilience through Private Sector Engagement Anchored in the Women’s Empowerment Principles (WEPs) in Azerbaijan”, operating under the following Outcome: 

Outcome 1: Women’s economic empowerment and resilience in Azerbaijan are strengthened as private sector actors adopt and institutionalize WEPs-aligned policies and practices, supported by strengthened capacity development, technical support and an enabling policy and institutional environment.

Reporting to Regional WEE Programme Specialist (based in Tbilisi, Georgia), the Programme Analyst contributes to the effective management of UN Women programmes in Azerbaijan by providing substantive inputs to programme design, formulation, implementation and evaluation.  The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  The Programme Analyst  works in close collaboration with the programme and operations team, UN Women in Azerbaijan, Georgia Country Office, and relevant UN Women staff in the Regional Office (Istanbul) and HQ (New York), as well as a various range of stakeholders including government officials, private sector, civil society, trade unions, academia, think-tanks, representatives of the project’s donors, other multi- and bi-lateral donors ensuring successful UN Women programme implementation under the WEE portfolio.

Scope of Work:

3. Provide substantive technical support to the implementation and management of the Women’s Economic Empowerment programme 

  • Provide technical inputs to the annual workplan and budget; 
  • Lead the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports; and
  • Train partners on Results Based Management and monitor implementation.

4. Provide technical assistance and capacity development to project/programme partners

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products;
  • Maintain relationships with national partners to support implementation and expansion of the Women’s Economic Empowerment programme; and

5. Provide technical inputs to the monitoring and reporting of the programme/project

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes; and
  • Provide substantive inputs to the preparation of donor and UN Women reports.

6. Provide substantive technical inputs to the management of people and finances of the Women’s Economic Empowerment programme

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports.

7. Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases; 
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles; and
  • Participate in donor meetings and public information events, as delegated.

8. Provide technical support to inter-agency coordination on Women’s Economic Empowerment to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide substantive technical support to the WEE Programme Specialist and the Representative on inter-agency coordination related activities by drafting background reports and briefs.

9. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to Women’s Economic Empowerment; 
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products; and
  • Coordinate the development of knowledge management methodologies, and products on Women’s Economic Empowerment.

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women and girls; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

Gender equality in Armenia has progressed in key areas, including legal reforms, political participation, and service provision. However, persistent challenges remain, including gender-based violence, harmful gender stereotypes, and gaps in the implementation of legislation. The United Nations in Armenia recognizes gender equality and the empowerment of women and girls (GEWE) as central to achieving the Sustainable Development Goals (SDGs), particularly SDG 5.

In Armenia, the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2026–2030 provides the overarching framework for the UN system’s collective contribution to Armenia’s sustainable development priorities. Gender equality and the empowerment of women and girls are mainstreamed across the UNSDCF 2026–2030, reinforcing the UN Country Team’s commitment to systematically integrate gender equality considerations across its strategic priorities, programming, implementation, monitoring, and results.

The United Nations Country Team System-wide Action Plan (UNCT-SWAP) Gender Equality Scorecard is a standardized accountability and performance assessment tool that enables United Nations Country Teams (UNCTs) to assess how effectively gender equality and the empowerment of women and girls are mainstreamed across their collective work. It assesses UNCT performance against defined indicators covering areas such as strategic planning and programming, monitoring and evaluation, partnerships, leadership, organizational culture, gender architecture and capacities, resources, and results. The comprehensive Scorecard assessment provides an evidence-based picture of UNCT performance, identifies strengths and gaps, and informs concrete actions to strengthen gender mainstreaming and accountability throughout the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF). 

In March 2024, the UN Secretary-General launched the Gender Equality Acceleration Plan (GEAP), calling on Resident Coordinators and UN Country Teams to accelerate gender equality results through stronger leadership, accountability, financing, partnerships and evidence-based programming. 

Therefore, UN Women seeks to engage a consultant to support the UN Country Team in Armenia to conduct the comprehensive UNCT-SWAP Gender Equality Scorecard assessment, in accordance with the established UNCT-SWAP methodology and technical guidance as well as to deliver Gender Equality Acceleration Plan (GEAP).

The consultant will facilitate the exercise and application of participatory methods to ensure the assessment team is set up from the beginning of the exercise, promoting the leadership and ownership of the process by the assessment team. This includes providing support for the technical assessment process, including the collection and review of relevant documentation and evidence; facilitating consultations with UNCT entities and inter-agency mechanisms; application of the UNCT-SWAP performance indicators and rating methodology; facilitation of the assessment and validation process and development of the action plan; and preparation and finalization of the comprehensive Scorecard assessment and related recommendations and action plan.

The consultant will report to the UN Women Programme Specialist based in Yerevan, and who will be the primary point of contact for the assignment, including contractual and payment matters. Throughout the assignment, the consultant will work closely with the UNGTG, the Inter-Agency Assessment Team (IAT) and relevant UNCT entities and will receive technical and coordination support from the UN Women teams in Armenia and Georgia.

Objective of the Consultancy

The overall objective of the assignment is to facilitate the comprehensive United Nations Country Team System-wide Action Plan (UNCT-SWAP) Gender Equality Scorecard assessment for the United Nations Country Team (UNCT) in Armenia and deliver Gender Equality Acceleration Plan (GEAP)., in accordance with the established United Nations Sustainable Development Group (UNSDG) methodology and technical guidance. The assessment will examine the UNCT’s performance and accountability for gender equality and the empowerment of women and girls, identify progress, strengths and remaining gaps, and inform concrete actions to strengthen gender mainstreaming throughout the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2026–2030, in which gender equality is mainstreamed as a cross-cutting priority. 

Under the overall guidance of the UN Women Programme Specialist based in Armenia, who serves as Chair of the UN Gender Theme Group (UNGTG) in Armenia, and in close collaboration with the UNGTG, relevant UN entities and the designated inter-agency assessment mechanism (IAT), the consultant will assist the IAT with the comprehensive assessment and facilitate a participatory process to ensure collective UNCT ownership of its findings and recommendations.

Specifically, the assignment will aim to:

A. UNCT-SWAP Gender Equality Scorecard

  1. Assess the UNCT’s performance against the UNCT-SWAP Gender Equality Scorecard performance indicators and related criteria across its seven dimensions: Planning; Programming and Monitoring and Evaluation; Partnerships; Leadership and Organizational Culture; Gender Architecture and Capacities; Financial Resources; and Results.
  2. Assess the extent to which gender equality and the empowerment of women and girls are systematically mainstreamed in the UNSDCF 2026–2030 and its related planning, implementation, monitoring, reporting and accountability mechanisms, as well as in joint programmes, joint initiatives and other relevant UNCT processes.
  3. Review and analyse relevant evidence and documentation and undertake consultations with UNCT entities and inter-agency mechanisms to determine performance against each UNCT-SWAP indicator and ensure that ratings and findings are evidence-based and consistent with the UNCT-SWAP methodology.
  4. Identify achievements, strengths, gaps, challenges and good practices in mainstreaming gender equality across UNCT planning, programming, monitoring and evaluation, partnerships, coordination, leadership, organizational culture, institutional capacities, resource allocation and results.
  5. Assess the effectiveness of existing UNCT coordination, leadership and accountability mechanisms for gender equality, including the role, capacities and functioning of the UN Gender Theme Group and other relevant inter-agency structures and mechanisms.
  6. Assess institutional capacities and available technical mechanisms for gender mainstreaming, including capacities of UNCT entities to apply gender-responsive approaches, generate and use gender analysis and sex-disaggregated data, monitor gender equality results, and strengthen accountability for gender equality commitments.
  7. Facilitate the validation of the Scorecard findings and ratings with the UNCT and relevant inter-agency stakeholders, promoting collective reflection, learning, shared accountability and ownership of the comprehensive assessment.
  8. Develop, in consultation with the UN Gender Theme Group and relevant UNCT entities, a practical and results-oriented Action Plan based on the findings of the comprehensive assessment, setting out priority actions, responsibilities and proposed timelines to address identified gaps and strengthen UNCT performance against UNCT-SWAP standards during implementation of the UNSDCF 2026–2030.

The comprehensive assessment and resulting Action Plan will provide the UNCT in Armenia with an evidence-based accountability and planning framework to strengthen system-wide performance on gender equality and the empowerment of women and girls and to support the effective implementation of gender equality commitments under the UNSDCF 2026–2030.

B) Gender Equality Acceleration Plan (GEAP).,

  1. Gender equality assessment and situation analysis, identifying key gender gaps, barriers, needs, risks, and priority areas. 
  2. Stakeholder consultation report summarizing findings from interviews, meetings, focus groups, and/or workshops with relevant stakeholders. 
  3. Draft Gender Equality Action Plan (GEAP), including objectives, priority areas, proposed actions, responsible parties, timelines, targets, and resource requirements. 
  4. GEAP monitoring and results framework, including indicators, baselines where available, targets, data sources, reporting frequency, and responsible parties. 
  5. Validation workshop to present and discuss the draft GEAP with relevant stakeholders and collect feedback. 
  6. Final Gender Equality Action Plan incorporating feedback from the organization and stakeholders, including a detailed implementation and monitoring framework. 

Description of Responsibilities/ Scope of Work

A. UNCT-SWAP Gender Equality Scorecard

The consultant will undertake the following activities:

1. Inception Phase: Desk Review, Methodology and Workplan Development

The consultant will undertake a comprehensive desk review of relevant UNCT strategic, programming, monitoring, coordination and accountability documents and develop the methodology and detailed workplan for conducting the comprehensive UNCT-SWAP Gender Equality Scorecard assessment.

The desk review will include, but not necessarily be limited to:

  • UNCT-SWAP Gender Equality Scorecard Technical Guidance and Framework, including the most recent methodology and performance indicators;
  • Armenia’s previous UNCT-SWAP Gender Equality Scorecard assessment, annual progress reports and related Action Plans, as applicable;
  • UNCT-SWAP comprehensive assessments and relevant good practices from comparator countries, where useful;
  • Common Country Analysis (CCA) and relevant updates;
  • United Nations Sustainable Development Cooperation Framework (UNSDCF) 2026–2030, including its results and monitoring framework;
  • Relevant documentation from the preceding Cooperation Framework cycle, where necessary to assess progress and continuity;
  • UNCT joint workplans, joint programmes, funding frameworks, monitoring and reporting documents, and other relevant planning and programming documentation;
  • UNCT meeting records and relevant decisions related to gender equality and the empowerment of women and girls;
  • UN Gender Theme Group Terms of Reference, workplans, reports, meeting minutes and other relevant documentation;
  • Documentation of Results Groups, thematic groups and other relevant inter-agency coordination mechanisms;
  • Available documentation on UNCT gender equality results, capacities, financial resources, partnerships, communications and organizational culture;
  • Relevant national gender equality strategies, policies and frameworks, where applicable to the assessment; and
  • Any other documentation required under the UNCT-SWAP Gender Equality Scorecard methodology.

Based on the desk review and initial consultations, the consultant will prepare an inception report, including a detailed methodology, assessment approach, evidence requirements, stakeholder consultation plan and workplan for completion of the exercise.

2. Assistance and support for the IAT with the Comprehensive UNCT-SWAP Gender Equality Scorecard Assessment

The consultant will provide technical and facilitation support for the comprehensive assessment in close consultation with the UNGTG, relevant UNCT entities and the designated inter-agency assessment mechanism. The consultant will:

  • Collect, organize and review the data, documentation and evidence required to assess the UNCT against all applicable UNCT-SWAP Gender Equality Scorecard performance indicators and criteria;
  • Conduct gender analysis of the verification documents and other evidence required under the UNCT-SWAP methodology to help the IAT assess performance;
  • Support IAT assessment of UNCT performance across the seven UNCT-SWAP dimensions: Planning; Programming and Monitoring and Evaluation; Partnerships; Leadership and Organizational Culture; Gender Architecture and Capacities; Financial Resources; and Results;
  • Support IAT assessment of the extent to which gender equality and the empowerment of women and girls are effectively mainstreamed throughout the UNSDCF 2026–2030, including its results framework, implementation arrangements, monitoring and reporting mechanisms;
  • Conduct consultations and working sessions with relevant UNCT stakeholders, including UNGTG members, programme and monitoring and evaluation personnel, Results Groups and thematic groups, Operations Management Team and other inter-agency mechanisms, as relevant;
  • Facilitate structured discussions with relevant stakeholders to review evidence, assess performance and agree on ratings against the UNCT-SWAP performance indicators;
  • Identify achievements, strengths, gaps, challenges, good practices and opportunities for strengthening gender mainstreaming and accountability across the UNCT;
  • Complete the UNCT-SWAP rating matrix, including evidence, analysis and justification for the proposed ratings, based on the documentation reviewed and consultations undertaken;
  • Facilitate validation of the preliminary findings and ratings with the UNGTG and relevant UNCT stakeholders; and
  • Prepare the key findings and supporting analysis for presentation and discussion with the UNCT, including Heads of Agencies.

3. Reporting, Validation and Development of the Action Plan

Based on the comprehensive assessment, the consultant will prepare the UNCT-SWAP Gender Equality Scorecard report and facilitate the development and validation of an Action Plan to strengthen UNCT performance. Specifically, the consultant will:

  • Draft the UNCT-SWAP Gender Equality Scorecard Comprehensive Assessment Report with inputs from the IAT, including the methodology applied, evidence reviewed, assessment findings and ratings for each performance indicator, good practices, identified gaps and challenges, and recommendations for improvement;
  • Document any methodological or operational limitations encountered during the assessment, including gaps in available evidence, data or access to relevant stakeholders;
  • Develop, in consultation with the UNGTG and relevant UNCT entities, a results-oriented Action Plan based on the assessment findings, setting out priority actions, responsibilities, indicative timelines and relevant follow-up measures to strengthen UNCT performance against UNCT-SWAP requirements;
  • Ensure that the proposed Action Plan is aligned with and contributes to the implementation and monitoring of gender equality commitments under the UNSDCF 2026–2030 as well as the system-wide Gender Equality Acceleration Plan (GEAP);
  • Present the draft comprehensive assessment findings, ratings and proposed Action Plan to the UNGTG, IAT and relevant inter-agency stakeholders for review, feedback and validation;
  • Present and/or provide technical inputs for the presentation of the comprehensive assessment findings and proposed Action Plan to the UNCT, including Heads of Agencies, for discussion and feedback;
  • Incorporate comments and recommendations received through the validation process; 
  • Finalize the UNCT-SWAP Gender Equality Scorecard Comprehensive Assessment Report, rating matrix and Action Plan for submission in the UNCT SWAP Platform in accordance with UNCT-SWAP requirements and UNCT feedback;
  • Support the IAT in responding to any comments on the report during the quality assurance process

B) Gender Equality Acceleration Plan (GEAP)

  • Gender Equality Assessment and Situation Analysis: Conduct a comprehensive assessment of the existing gender equality situation, including a review of relevant policies, strategies, institutional arrangements, available data, and existing practices. The assessment should identify key gender gaps, inequalities, barriers, needs, risks, and opportunities, as well as the underlying factors contributing to these gaps. The analysis should provide clear findings and recommendations and identify priority areas to be addressed through the Gender Equality Action Plan. 
  • Stakeholder Consultation Report: Conduct consultations with relevant internal and external stakeholders through interviews, meetings, focus group discussions, workshops, and/or other appropriate participatory methods. The consultations should capture stakeholders’ experiences, perspectives, needs, challenges, and recommendations related to gender equality. The consultant should prepare a consolidated consultation report summarizing the key findings, common concerns, identified priorities, and recommendations that will inform the development of the GEAP. 
  • Draft Gender Equality Action Plan (GEAP): Develop a comprehensive draft GEAP based on the findings of the gender equality assessment and stakeholder consultations. The draft should establish clear strategic objectives and priority areas and propose practical and achievable actions to address identified gender gaps and barriers. For each action, the GEAP should specify responsible parties, implementation timelines, expected results, measurable targets, and indicative resource requirements to support effective implementation. 
  • GEAP Monitoring and Results Framework: Develop a comprehensive monitoring and results framework to enable systematic tracking of the implementation and effectiveness of the GEAP. The framework should include relevant quantitative and qualitative indicators, available baselines, realistic and measurable targets, data sources and collection methods, reporting frequency, and responsible parties. It should also establish mechanisms for periodic review of progress and adjustment of actions where necessary. 
  • Validation Workshop: Prepare and facilitate a validation workshop with relevant stakeholders to present the findings of the assessment and the proposed Gender Equality Action Plan. The workshop should provide an opportunity for participants to review and discuss the proposed objectives, priorities, actions, indicators, targets, responsibilities, and implementation arrangements. The consultant should document stakeholder feedback, recommendations, and agreed revisions and incorporate them into the final GEAP.
  • Final Gender Equality Action Plan (GEAP): Prepare and submit the final GEAP incorporating comments and recommendations received from the organization and relevant stakeholders during the review and validation process. The final document should provide a clear and practical roadmap for advancing gender equality, including agreed objectives, priority areas, activities, responsibilities, timelines, targets, resource requirements, and a detailed implementation and monitoring framework. The final GEAP should be structured as an operational document that can guide implementation, progress monitoring, and reporting.

Throughout the assignment, the consultant will maintain regular coordination with the UN Women Programme Specialist based on Armenia, serving as Chair of the UN Gender Theme Group in Armenia, and work closely with  the UNGTG, the Resident Coordinator’s Office, IAT and relevant UNCT entities to ensure that the assessment is completed in a participatory, evidence-based and timely manner.

A. UNCT-SWAP Gender Equality Scorecard

  • Deliverable 1 – Inception Report: Inception report outlining the methodology, detailed workplan, stakeholder consultation approach, evidence requirements, and data collection and analysis tools for conducting the comprehensive UNCT-SWAP Gender Equality Scorecard assessment in Armenia (by September 30,  2026 - 3      days).   
  • Deliverable 2 – Draft Comprehensive Assessment and Action Plan: Draft UNCT-SWAP Gender Equality Scorecard Comprehensive Assessment, including the completed draft rating matrix, supporting evidence and analysis, key findings, strengths, gaps and good practices, and draft Action Plan, incorporating inputs from the UN Gender Theme Group (UNGTG), IAT and relevant UNCT entities.   (by October 20, 2026 -  14 days).   
  • Deliverable 3 – Validated Draft Assessment: Validated draft UNCT-SWAP Gender Equality Scorecard Comprehensive Assessment Report, rating matrix and Action Plan, incorporating feedback from the UNGTG and relevant inter-agency stakeholders and presented to the UNCT, including Heads of Agencies, for feedback. (by November 5, 2026 - 3      days).   
  • Deliverable 4 – Final Comprehensive Assessment and Action Plan: Final UNCT-SWAP Gender Equality Scorecard Comprehensive Assessment Report, completed rating matrix and Action Plan, incorporating inputs and feedback from UN entities, the UNGTG, the Resident Coordinator’s Office (RCO), Heads of Agencies and other relevant stakeholders. (by November 12, 4      days).   
  • Deliverable 5 – Final Presentation: Final PowerPoint presentation summarizing the assessment methodology, ratings, key findings, good practices, gaps, recommendations and agreed priority actions for strengthening UNCT performance on gender equality during implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2026–2030. B. Gender Equality Acceleration Plan (GEAP)

  • Deliverable 1 -  Gender Equality Assessment and Situation Analysis Report: A comprehensive report presenting the findings of the gender equality assessment, including a review of relevant policies, strategies, institutional arrangements, available data, and existing practices. The report will identify key gender gaps, inequalities, barriers, needs, risks, and opportunities and provide recommendations and priority areas for consideration in the GEAP. (by October 10, 2 days)
  • Deliverable 2 -  Stakeholder Consultation Report: A consolidated report documenting the stakeholder consultation process and summarizing findings from interviews, meetings, focus group discussions, workshops, and other consultations. The report will capture key concerns, experiences, needs, priorities, and recommendations raised by relevant stakeholders and demonstrate how these findings will inform the GEAP (by October 15, 2 days). 
  • Deliverable 3  -  Draft Gender Equality Action Plan (GEAP): A comprehensive draft GEAP developed based on the gender equality assessment and stakeholder consultations. The draft will include strategic objectives, priority areas, specific actions and activities, expected results, responsible parties, implementation timelines, measurable targets, and indicative resource requirements (by October 25, 5 days). 
  • Deliverable 4 -   GEAP Monitoring and Results Framework: A practical monitoring and results framework for tracking the implementation and effectiveness of the GEAP.   • Deliverable 5 - Validation Workshop and Summary Report: Preparation and facilitation of a validation workshop with relevant stakeholders to present and review the draft GEAP. The deliverable will include presentation materials and a concise summary of stakeholder feedback, recommendations, agreed changes, and key conclusions arising from the validation process (by November 2, 1 day).
  • Deliverable 6 - Final Gender Equality Action Plan (GEAP): A finalized GEAP incorporating comments and recommendations received from the organization and stakeholders. The final document will include agreed objectives, priority areas, actions, responsibilities, timelines, targets, resource requirements, and a detailed implementation, monitoring, and reporting framework. (by November 10, 3 days).

One payment of 100% will be made upon satisfactory completion of all deliverables and at the end of the consultancy.

Required Qualifications:

Education and Certification: 

  • Master's degree or equivalent in social and political sciences, human rights, gender equality etc;

Experience 

  • At least 5 years with Master’s degree or minimum 7 years with Bachelor’s degree of relevant professional experience in international development is required;
