Scope of Work:
Plan and design communication and outreach/advocacy strategies and plans
- Prepare and conduct communication needs assessments for the NCO, including projects, programmes and corporate change initiatives;

- Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives;
- Monitor and analyze print and social media and draft reports;

Coordinate media relations for the NCO
- Manage relationships with press in country; maintain and update database of relevant press;

- Draft talking points, key messages, speeches and media briefing materials for senior management.
Build and maintain partnerships and maintain relations with donors

- Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors; and

II. Asignación de la consultoría
Contexto
La Entidad de las Naciones Unidas para la Igualdad de Género y el Empoderamiento de las mujeres (ONU Mujeres), basándose en la visión de igualdad consagrada en la Carta de las Naciones Unidas, trabaja para eliminar la discriminación en contra de las mujeres y las niñas; por el empoderamiento de las mujeres, y para lograr la igualdad entre mujeres y hombres como socios y beneficiarios del desarrollo, por los derechos humanos, en las acciones humanitarias, en la paz y seguridad. Al colocar los derechos de las mujeres como el eje central de su labor, ONU Mujeres lidera y coordina los esfuerzos del Sistema de las Naciones Unidas para asegurar que los compromisos de igualdad y transversalidad de género se traduzcan en acciones en todo el mundo. Al mismo tiempo, ejerce un liderazgo sustantivo y coherente para apoyar las prioridades y los esfuerzos de los Estados Miembro, construyendo una asociación eficaz con el gobierno, la sociedad civil, así como con otros actores relevantes.

- Hacer que las prioridades en materia de igualdad de género sean esenciales en los planes, presupuestos y estadísticas nacionales, locales y sectoriales;
- Implementar normas, políticas y parámetros mundiales sobre la igualdad de género y el empoderamiento de las mujeres, sentando bases para la adopción de medidas por parte de los gobiernos y de otros interesados a todos los niveles.
La Nota Estratégica 2023 - 2027 de la Oficina País busca contribuir al empoderamiento, el ejercicio pleno de los derechos de las mujeres y a la disminución de las brechas de género, con énfasis en aquellas que viven mayor desigualdad en Bolivia, acorde con las agendas del “Vivir Bien” y Despatriarcalización. Este documento prioriza tres áreas estratégicas: Gobernanza y Participación Política; Empoderamiento Económico y Erradicación de la Violencia, que se alinean a las prioridades del Estado Plurinacional y sus prioridades con relación a la igualdad de género y el empoderamiento de las mujeres.
De igual manera, ONU Mujeres Bolivia acompaña al Estado boliviano en sus esfuerzos por cumplir con los compromisos asumidos con la Convención sobre la Eliminación de Todas las Formas de Discriminación contra la Mujer (CEDAW); la Declaración y la Plataforma de Acción de Beijing; la Resolución N°1325 del Consejo de Seguridad de las Naciones Unidas sobre las mujeres, la paz y la seguridad y las subsiguientes resoluciones derivadas; el Programa de Acción de la Conferencia Internacional sobre la Población y el Desarrollo; y otros procesos intergubernamentales pertinentes, como resoluciones de la Asamblea General y conclusiones convenidas de la Comisión de la Condición Jurídica y Social de la Mujer.
De esta forma, ONU Mujeres a través de la implementación de su Nota estratégica 2023 – 2027 contribuye al avance del Marco de Complementariedad de Naciones Unidas para el Vivir Bien en Bolivia 2023 – 2027 priorizando el alcance del Objetivo de Desarrollo Sostenible (ODS) 5 de igualdad de género y trabajando por su integración con la Agenda de Desarrollo Sostenible en su totalidad.
Antecedentes
La violencia contra las mujeres y niñas constituye una expresión de las desigualdades estructurales de género que afecta el ejercicio pleno de sus derechos humanos. Entre sus diversas manifestaciones, el acoso sexual y otras formas de violencia en espacios públicos limitan la movilidad, autonomía y participación de las mujeres y niñas, afectando su derecho a transitar y habitar los territorios en condiciones de seguridad e igualdad.
Los espacios públicos cumplen un papel fundamental en la vida social, económica y comunitaria de los municipios; sin embargo, cuando no incorporan criterios de igualdad de género, prevención de violencia y seguridad para mujeres y niñas, pueden convertirse en escenarios donde se reproducen situaciones de acoso, intimidación y violencia basada en género.
En este contexto, los gobiernos autónomos municipales tienen un rol estratégico en la generación de respuestas institucionales para la prevención de estas violencias, considerando sus competencias relacionadas con la planificación territorial, gestión pública local, desarrollo humano, normativa municipal, implementación de programas y articulación con actores del territorio.
En el marco de la iniciativa “Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas”, ONU Mujeres, en articulación con el proyecto de la Unión Europea, promueve el fortalecimiento de capacidades de los gobiernos locales para incorporar los enfoques de género y derechos humanos en sus procesos de planificación y gestión municipal, mediante el fortalecimiento de herramientas institucionales, la generación de evidencia, la identificación de factores de riesgo y el desarrollo de acciones sostenibles orientadas a la prevención de la violencia en espacios públicos.
En este marco, la presente consultoría busca brindar asistencia técnica a gobiernos autónomos municipales priorizados de la región de los Llanos, fortaleciendo sus capacidades institucionales para incorporar acciones de prevención del acoso sexual y otras formas de violencia contra mujeres y niñas en sus instrumentos de planificación, programas, proyectos, normativa y mecanismos de gestión municipal.
Descripción de responsabilidades
Objetivo general
Brindar asistencia técnica a los gobiernos autónomos municipales priorizados de la región de los Llanos, con el fin de fortalecer sus capacidades institucionales para la incorporación transversal de los enfoques de género, derechos humanos y prevención de la violencia contra mujeres y niñas en los procesos de planificación, gestión municipal, desarrollo normativo, formulación e implementación de programas y proyectos, así como en los mecanismos de prevención y respuesta, en el marco de la iniciativa Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas."
Objetivos Específicos
- Fortalecer las capacidades técnicas de los gobiernos municipales para incorporar medidas de prevención de la violencia contra mujeres y niñas en los instrumentos de planificación y gestión pública local, asegurando su alineación con los enfoques de género, derechos humanos, desarrollo sostenible y ciudades seguras.
- Diseñar y actualizar herramientas municipales orientadas a la prevención y atención del acoso sexual y otras formas de violencia en espacios públicos, mediante el desarrollo de diagnósticos participativos, mapas de inseguridad, protocolos de actuación, guías técnicas y rutas de atención y derivación, brindando asistencia técnica a los gobiernos autónomos municipales para su incorporación y fortalecimiento institucional.
- Fortalecer la incorporación de la perspectiva de género en los procesos de planificación y gestión municipal mediante la generación de recomendaciones técnicas orientadas al desarrollo de programas, acciones e inversiones sensibles al género, contribuyendo al fortalecimiento de la planificación y asignación presupuestaria municipal para promover la igualdad y el ejercicio pleno de los derechos de las mujeres y niñas.
- Fortalecer los mecanismos de coordinación y articulación interinstitucional entre gobiernos municipales, instituciones públicas, organizaciones sociales y actores estratégicos, para mejorar las respuestas integrales, oportunas y sostenibles frente a la violencia contra mujeres y niñas.
- Promover la adopción del enfoque de Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas en la gestión municipal, fortaleciendo las capacidades de los gobiernos locales para identificar riesgos, mejorar las condiciones de seguridad urbana y garantizar el uso equitativo e inclusivo de los espacios públicos por parte de mujeres y niñas.
Alcance de los objetivos
La consultoría comprende la provisión de asistencia técnica especializada, acompañamiento metodológico y fortalecimiento de capacidades institucionales dirigidos a los gobiernos autónomos municipales de: Warnes, Montero Cobija, Trinidad, Porvenir, con el propósito de incorporar los enfoques de género, prevención y atención de la violencia, derechos humanos y Ciudades Seguras en la gestión pública local. Para ello, se desarrollarán las siguientes acciones:
- Revisar instrumentos municipales de planificación, gestión y normativa vigente, identificando oportunidades de mejora para la incorporación de medidas de prevención de la violencia contra mujeres y niñas.
- Brindar acompañamiento técnico a los gobiernos municipales para la integración transversal del enfoque de género y de acciones de prevención de la violencia en políticas, planes, programas y proyectos municipales.
- Fortalecer herramientas institucionales orientadas a la prevención del acoso sexual y otras formas de violencia en espacios públicos, incluyendo diagnósticos, protocolos, rutas de atención, guías y mecanismos de seguimiento.
- Asistencia técnica para la formulación y adecuación de normativa, programas, proyectos e instrumentos de planificación y presupuesto sensibles al género, promoviendo la asignación de recursos para la igualdad y el ejercicio de los derechos de las mujeres.
Elaboración de recomendaciones técnicas y estrategias de sostenibilidad que contribuyan a la institucionalización de las acciones implementadas y al fortalecimiento de la respuesta municipal frente a la violencia contra mujeres y niñas. La consultoría comprende asistencia técnica especializada, acompañamiento metodológico y fortalecimiento de capacidades institucionales dirigido a gobiernos autónomos municipales priorizados.

Forma de pago
El pago por los servicios se realizará luego de la entrega de cada producto establecido en la tabla siguiente, sujeto a conformidad y aprobación por parte de ONU Mujeres de acuerdo con el cronograma a continuación. Al tramitar el último pago, este debe ir acompañado de la evaluación de rendimiento de el/la consultor/a junto con el certificado de pago (COP por sus siglas en inglés) para procesar el pago final.

El contrato determina la inclusión de todos los costos (Impuestos de ley, beneficios sociales, seguro, etc.); la Organización no asumirá costos o beneficios adicionales a los honorarios por servicios.
Asimismo, el consultor/a deberá realizar la entrega de factura de ley correspondiente a cada producto según las condiciones de pago. De ser seleccionado/a para esta vacante, se requerirá presentar prueba de cobertura médica dentro de los dos primeros meses del contrato.
Supervisión y evaluación de desempeño
La consultoría será gestionada por ONU Mujeres Bolivia. La supervisión de esta consultoría será realizada por el área de Erradicación de la violencia de género de ONU Mujeres Bolivia.
La/El Consultor/a no es funcionario/a de Naciones Unidas y realizará las actividades relativas a su consultoría en formato presencial. La persona consultora desarrollará sus actividades en el marco de la región de los Llanos, realizando los desplazamientos necesarios a los municipios priorizados de Warnes, Montero, Cobija, Trinidad y Porvenir, con el propósito de acompañar los procesos institucionales orientados a la incorporación del enfoque de Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas en los instrumentos de planificación, programas, proyectos, normativa municipal y mecanismos de gestión.
Los viajes oficiales serán programados de acuerdo con el cronograma de trabajo aprobado, considerando reuniones técnicas, coordinación con autoridades y equipos municipales, levantamiento de información, asistencia técnica y seguimiento a los avances del proceso de fortalecimiento institucional.
Es responsabilidad del/la consultor/a obtener información primaria y secundaria de otras fuentes, si fuera el caso necesario.

IV. Calificaciones requeridas
El proceso de selección se realizará a través de un desk review, en el que se realiza primero una verificación formal de que las postulaciones cumplan con las pruebas documentales para ser examinadas y los requisitos mínimos establecidos para la consultoría. Luego, se realiza la evaluación técnica de las candidaturas recibidas, que serán calificadas en base a requisitos siguientes:
a. Profesional con título universitario en Ciencias Sociales, Ciencia Política, Desarrollo Social.
b. 5 años de experiencia profesional general.
c. Formación complementaria en género, derechos humanos, prevención de violencia contra mujeres y niñas, políticas públicas, planificación municipal o áreas relacionadas. Se asignará puntaje según nivel de formación acreditada: Maestría/Diplomado/especialización y estudios de posgrado relacionados.
d. Experiencia específica en gobiernos autónomos municipales y planificación estratégica. Se valorará experiencia en elaboración, actualización, revisión o acompañamiento técnico de PTDI, PEI, POA u otros instrumentos de planificación y gestión municipal.
e. Experiencia en elaboración, revisión o fortalecimiento de instrumentos técnicos vinculados a igualdad de género y prevención de violencia contra mujeres y niñas. Incluye protocolos, rutas de atención, guías, diagnósticos, propuestas normativas, planes, programas o documentos similares.

Contexto
La Entidad de las Naciones Unidas para la Igualdad de Género y el Empoderamiento de las mujeres (ONU Mujeres), basándose en la visión de igualdad consagrada en la Carta de las Naciones Unidas, trabaja para eliminar la discriminación en contra de las mujeres y las niñas; por el empoderamiento de las mujeres, y para lograr la igualdad entre mujeres y hombres como socios y beneficiarios del desarrollo, por los derechos humanos, en las acciones humanitarias, en la paz y seguridad. Al colocar los derechos de las mujeres como el eje central de su labor, ONU Mujeres lidera y coordina los esfuerzos del Sistema de las Naciones Unidas para asegurar que los compromisos de igualdad y transversalidad de género se traduzcan en acciones en todo el mundo. La Nota Estratégica 2023 - 2027 de la Oficina País busca contribuir al empoderamiento, el ejercicio pleno de los derechos de las mujeres y a la disminución de las brechas de género, con énfasis en aquellas que viven mayor desigualdad en Bolivia, acorde con las agendas del “Vivir Bien” y Despatriarcalización. Este documento prioriza tres áreas estratégicas: Gobernanza y Participación Política; Empoderamiento Económico y Erradicación de la Violencia, que se alinean a las prioridades del Estado Plurinacional y sus prioridades con relación a la igualdad de género y el empoderamiento de las mujeres.
De igual manera, ONU Mujeres Bolivia acompaña al Estado boliviano en sus esfuerzos por cumplir con los compromisos asumidos con la Convención sobre la Eliminación de Todas las Formas de Discriminación contra la Mujer (CEDAW); la Declaración y la Plataforma de Acción de Beijing; la Resolución N°1325 del Consejo de Seguridad de las Naciones Unidas sobre las mujeres, la paz y la seguridad y las subsiguientes resoluciones derivadas; el Programa de Acción de la Conferencia Internacional sobre la Población y el Desarrollo; y otros procesos intergubernamentales pertinentes, como resoluciones de la Asamblea General y conclusiones convenidas de la Comisión de la Condición Jurídica y Social de la Mujer.
De esta forma, ONU Mujeres a través de la implementación de su Nota estratégica 2023 – 2027 contribuye al avance del Marco de Complementariedad de Naciones Unidas para el Vivir Bien en Bolivia 2023 – 2027 priorizando el alcance del Objetivo de Desarrollo Sostenible (ODS) 5 de igualdad de género y trabajando por su integración con la Agenda de Desarrollo Sostenible en su totalidad.
Antecedentes
La violencia contra las mujeres y niñas constituye una expresión de las desigualdades estructurales de género que afecta el ejercicio pleno de sus derechos humanos. Entre sus diversas manifestaciones, el acoso sexual y otras formas de violencia en espacios públicos limitan la movilidad, autonomía y participación de las mujeres y niñas, afectando su derecho a transitar y habitar los territorios en condiciones de seguridad e igualdad.
Los espacios públicos cumplen un papel fundamental en la vida social, económica y comunitaria de los municipios; sin embargo, cuando no incorporan criterios de igualdad de género, prevención de violencia y seguridad para mujeres y niñas, pueden convertirse en escenarios donde se reproducen situaciones de acoso, intimidación y violencia basada en género.
En este contexto, los gobiernos autónomos municipales tienen un rol estratégico en la generación de respuestas institucionales para la prevención de estas violencias, considerando sus competencias relacionadas con la planificación territorial, gestión pública local, desarrollo humano, normativa municipal, implementación de programas y articulación con actores del territorio.
En el marco de la iniciativa “Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas”, ONU Mujeres, en articulación con el proyecto de la Unión Europea, promueve el fortalecimiento de capacidades de los gobiernos locales para incorporar los enfoques de género y derechos humanos en sus procesos de planificación y gestión municipal, mediante el fortalecimiento de herramientas institucionales, la generación de evidencia, la identificación de factores de riesgo y el desarrollo de acciones sostenibles orientadas a la prevención de la violencia en espacios públicos.
En este marco, la presente consultoría busca brindar asistencia técnica a gobiernos autónomos municipales priorizados de la región de los Valles, fortaleciendo sus capacidades institucionales para incorporar acciones de prevención del acoso sexual y otras formas de violencia contra mujeres y niñas en sus instrumentos de planificación, programas, proyectos, normativa y mecanismos de gestión municipal.
Descripción de responsabilidades
Objetivo general
Brindar asistencia técnica a los gobiernos autónomos municipales priorizados de la región de los Valles, con el fin de fortalecer sus capacidades institucionales para la incorporación transversal de los enfoques de género, derechos humanos y prevención de la violencia contra mujeres y niñas en los procesos de planificación, gestión municipal, desarrollo normativo, formulación e implementación de programas y proyectos, así como en los mecanismos de prevención y respuesta, en el marco de la iniciativa Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas."
Objetivos Específicos
- Fortalecer las capacidades técnicas de los gobiernos municipales para incorporar medidas de prevención de la violencia contra mujeres y niñas en los instrumentos de planificación y gestión pública local, asegurando su alineación con los enfoques de género, derechos humanos, desarrollo sostenible y ciudades seguras
- Diseñar y actualizar herramientas municipales orientadas a la prevención y atención del acoso sexual y otras formas de violencia en espacios públicos, mediante el desarrollo de diagnósticos participativos, mapas de inseguridad, protocolos de actuación, guías técnicas y rutas de atención y derivación, brindando asistencia técnica a los gobiernos autónomos municipales para su incorporación y fortalecimiento institucional.
- Fortalecer la incorporación de la perspectiva de género en los procesos de planificación y gestión municipal mediante la generación de recomendaciones técnicas orientadas al desarrollo de programas, acciones e inversiones sensibles al género, contribuyendo al fortalecimiento de la planificación y asignación presupuestaria municipal para promover la igualdad y el ejercicio pleno de los derechos de las mujeres y niñas
- Fortalecer los mecanismos de coordinación y articulación interinstitucional entre gobiernos municipales, instituciones públicas, organizaciones sociales y actores estratégicos, para mejorar las respuestas integrales, oportunas y sostenibles frente a la violencia contra mujeres y niñas.
- Promover la adopción del enfoque de Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas en la gestión municipal, fortaleciendo las capacidades de los gobiernos locales para identificar riesgos, mejorar las condiciones de seguridad urbana y garantizar el uso equitativo e inclusivo de los espacios públicos por parte de mujeres y niñas.
Alcance de los objetivos
La consultoría comprende la provisión de asistencia técnica especializada, acompañamiento metodológico y fortalecimiento de capacidades institucionales dirigidos a los gobiernos autónomos municipales de: Cliza, Sacaba, El puente, San Benito, San Lorenzo, con el propósito de incorporar los enfoques de género, prevención y atención de la violencia, derechos humanos y Ciudades Seguras en la gestión pública local. Para ello, se desarrollarán las siguientes acciones:
- Revisar instrumentos municipales de planificación, gestión y normativa vigente, identificando oportunidades de mejora para la incorporación de medidas de prevención de la violencia contra mujeres y niñas.
- Brindar acompañamiento técnico a los gobiernos municipales para la integración transversal del enfoque de género y de acciones de prevención de la violencia en políticas, planes, programas y proyectos municipales.
- Fortalecer herramientas institucionales orientadas a la prevención del acoso sexual y otras formas de violencia en espacios públicos, incluyendo diagnósticos, protocolos, rutas de atención, guías y mecanismos de seguimiento.
- Asistencia técnica para la formulación y adecuación de normativa, programas, proyectos e instrumentos de planificación y presupuesto sensibles al género, promoviendo la asignación de recursos para la igualdad y el ejercicio de los derechos de las mujeres.
Elaboración de recomendaciones técnicas y estrategias de sostenibilidad que contribuyan a la institucionalización de las acciones implementadas y al fortalecimiento de la respuesta municipal frente a la violencia contra mujeres y niñas. La consultoría comprende asistencia técnica especializada, acompañamiento metodológico y fortalecimiento de capacidades institucionales dirigido a gobiernos autónomos municipales priorizados.

Forma de pago
El pago por los servicios se realizará luego de la entrega de cada producto establecido en la tabla siguiente, sujeto a conformidad y aprobación por parte de ONU Mujeres de acuerdo con el cronograma a continuación. Al tramitar el último pago, este debe ir acompañado de la evaluación de rendimiento de el/la consultor/a junto con el certificado de pago (COP por sus siglas en inglés) para procesar el pago final.

El contrato determina la inclusión de todos los costos (Impuestos de ley, beneficios sociales, seguro, etc.); la Organización no asumirá costos o beneficios adicionales a los honorarios por servicios.
Asimismo, el consultor/a deberá realizar la entrega de factura de ley correspondiente a cada producto según las condiciones de pago. De ser seleccionado/a para esta vacante, se requerirá presentar prueba de cobertura médica dentro de los dos primeros meses del contrato.
Supervisión y evaluación de desempeño
La consultoría será gestionada por ONU Mujeres Bolivia. La supervisión de esta consultoría será realizada por el área de Erradicación de la violencia de género de ONU Mujeres Bolivia.
La/El Consultor/a no es funcionario/a de Naciones Unidas y realizará las actividades relativas a su consultoría en formato presencial. La persona consultora desarrollará sus actividades en el marco de la región de los Llanos, realizando los desplazamientos necesarios a los municipios priorizados de Sacaba, Cliza, San Benito, El Puente y San Lorenzo, con el propósito de acompañar los procesos institucionales orientados a la incorporación del enfoque de Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas en los instrumentos de planificación, programas, proyectos, normativa municipal y mecanismos de gestión.
Los viajes oficiales serán programados de acuerdo con el cronograma de trabajo aprobado, considerando reuniones técnicas, coordinación con autoridades y equipos municipales, levantamiento de información, asistencia técnica y seguimiento a los avances del proceso de fortalecimiento institucional.
Es responsabilidad del/la consultor/a obtener información primaria y secundaria de otras fuentes, si fuera el caso necesario.

IV. Calificaciones requeridas
El proceso de selección se realizará a través de un desk review, en el que se realiza primero una verificación formal de que las postulaciones cumplan con las pruebas documentales para ser examinadas y los requisitos mínimos establecidos para la consultoría. Luego, se realiza la evaluación técnica de las candidaturas recibidas, que serán calificadas en base a requisitos siguientes:
a. Profesional con título universitario en Ciencias Sociales, Ciencia Política, Desarrollo Social.
b. 5 años de experiencia profesional general.
c. Formación complementaria en género, derechos humanos, prevención de violencia contra mujeres y niñas, políticas públicas, planificación municipal o áreas relacionadas. Se asignará puntaje según nivel de formación acreditada: maestria/diplomado/especialización y estudios de posgrado relacionados.
d. Experiencia específica en gobiernos autónomos municipales y planificación estratégica. Se valorará experiencia en elaboración, actualización, revisión o acompañamiento técnico de PTDI, PEI, POA u otros instrumentos de planificación y gestión municipal.
e. Experiencia en elaboración, revisión o fortalecimiento de instrumentos técnicos vinculados a igualdad de género y prevención de violencia contra mujeres y niñas. Incluye protocolos, rutas de atención, guías, diagnósticos, propuestas normativas, planes, programas o documentos similares.

Al mismo tiempo, ejerce un liderazgo sustantivo y coherente para apoyar las prioridades y los esfuerzos de los Estados Miembro, construyendo una asociación eficaz con el gobierno, la sociedad civil, así como con otros actores relevantes.
ONU Mujeres aborda integralmente las causas profundas de la desigualdad desde una perspectiva de transformación de los sistemas de reproducción de las desigualdades de género y discriminaciones y con un enfoque de construcción de paz en torno a:
- Expandir las voces, el liderazgo y la participación de las mujeres;
- Eliminar la violencia contra las mujeres y las niñas;
- Fortalecer la implementación de la agenda de paz y de seguridad de las mujeres;
- Aumentar la autonomía económica de las mujeres;
- Hacer que las prioridades en materia de igualdad de género sean esenciales en los planes, presupuestos y estadísticas nacionales, locales y sectoriales;
- Implementar normas, políticas y parámetros mundiales sobre la igualdad de género y el empoderamiento de las mujeres, sentando bases para la adopción de medidas por parte de los gobiernos y de otros interesados a todos los niveles.
La Nota Estratégica 2023 - 2027 de la Oficina País busca contribuir al empoderamiento, el ejercicio pleno de los derechos de las mujeres y a la disminución de las brechas de género, con énfasis en aquellas que viven mayor desigualdad en Bolivia, acorde con las agendas del “Vivir Bien” y Despatriarcalización. Este documento prioriza tres áreas estratégicas: Gobernanza y Participación Política; Empoderamiento Económico y Erradicación de la Violencia, que se alinean a las prioridades del Estado Plurinacional y sus prioridades con relación a la igualdad de género y el empoderamiento de las mujeres.
De igual manera, ONU Mujeres Bolivia acompaña al Estado boliviano en sus esfuerzos por cumplir con los compromisos asumidos con la Convención sobre la Eliminación de Todas las Formas de Discriminación contra la Mujer (CEDAW); la Declaración y la Plataforma de Acción de Beijing; la Resolución N°1325 del Consejo de Seguridad de las Naciones Unidas sobre las mujeres, la paz y la seguridad y las subsiguientes resoluciones derivadas; el Programa de Acción de la Conferencia Internacional sobre la Población y el Desarrollo; y otros procesos intergubernamentales pertinentes, como resoluciones de la Asamblea General y conclusiones convenidas de la Comisión de la Condición Jurídica y Social de la Mujer.
De esta forma, ONU Mujeres a través de la implementación de su Nota estratégica 2023 – 2027 contribuye al avance del Marco de Complementariedad de Naciones Unidas para el Vivir Bien en Bolivia 2023 – 2027 priorizando el alcance del Objetivo de Desarrollo Sostenible (ODS) 5 de igualdad de género y trabajando por su integración con la Agenda de Desarrollo Sostenible en su totalidad.
Antecedentes
La violencia contra las mujeres y niñas constituye una expresión de las desigualdades estructurales de género que afecta el ejercicio pleno de sus derechos humanos. Entre sus diversas manifestaciones, el acoso sexual y otras formas de violencia en espacios públicos limitan la movilidad, autonomía y participación de las mujeres y niñas, afectando su derecho a transitar y habitar los territorios en condiciones de seguridad e igualdad.
Los espacios públicos cumplen un papel fundamental en la vida social, económica y comunitaria de los municipios; sin embargo, cuando no incorporan criterios de igualdad de género, prevención de violencia y seguridad para mujeres y niñas, pueden convertirse en escenarios donde se reproducen situaciones de acoso, intimidación y violencia basada en género.
En este contexto, los gobiernos autónomos municipales tienen un rol estratégico en la generación de respuestas institucionales para la prevención de estas violencias, considerando sus competencias relacionadas con la planificación territorial, gestión pública local, desarrollo humano, normativa municipal, implementación de programas y articulación con actores del territorio.
En el marco de la iniciativa “Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas”, ONU Mujeres, en articulación con el proyecto de la Unión Europea, promueve el fortalecimiento de capacidades de los gobiernos locales para incorporar los enfoques de género y derechos humanos en sus procesos de planificación y gestión municipal, mediante el fortalecimiento de herramientas institucionales, la generación de evidencia, la identificación de factores de riesgo y el desarrollo de acciones sostenibles orientadas a la prevención de la violencia en espacios públicos.
En este marco, la presente consultoría busca brindar asistencia técnica a gobiernos autónomos municipales priorizados de la región de los Andes, fortaleciendo sus capacidades institucionales para incorporar acciones de prevención del acoso sexual y otras formas de violencia contra mujeres y niñas en sus instrumentos de planificación, programas, proyectos, normativa y mecanismos de gestión municipal.
Descripción de responsabilidades
Objetivo general
Brindar asistencia técnica a los gobiernos autónomos municipales priorizados de la región de los Andes, con el fin de fortalecer sus capacidades institucionales para la incorporación transversal de los enfoques de género, derechos humanos y prevención de la violencia contra mujeres y niñas en los procesos de planificación, gestión municipal, desarrollo normativo, formulación e implementación de programas y proyectos, así como en los mecanismos de prevención y respuesta, en el marco de la iniciativa Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas."
Objetivos Específicos
- Fortalecer las capacidades técnicas de los gobiernos municipales para incorporar medidas de prevención de la violencia contra mujeres y niñas en los instrumentos de planificación y gestión pública local, asegurando su alineación con los enfoques de género, derechos humanos, desarrollo sostenible y ciudades seguras
- Diseñar y actualizar herramientas municipales orientadas a la prevención y atención del acoso sexual y otras formas de violencia en espacios públicos, mediante el desarrollo de diagnósticos participativos, mapas de inseguridad, protocolos de actuación, guías técnicas y rutas de atención y derivación, brindando asistencia técnica a los gobiernos autónomos municipales para su incorporación y fortalecimiento institucional.
- Fortalecer la incorporación de la perspectiva de género en los procesos de planificación y gestión municipal mediante la generación de recomendaciones técnicas orientadas al desarrollo de programas, acciones e inversiones sensibles al género, contribuyendo al fortalecimiento de la planificación y asignación presupuestaria municipal para promover la igualdad y el ejercicio pleno de los derechos de las mujeres y niñas
- Fortalecer los mecanismos de coordinación y articulación interinstitucional entre gobiernos municipales, instituciones públicas, organizaciones sociales y actores estratégicos, para mejorar las respuestas integrales, oportunas y sostenibles frente a la violencia contra mujeres y niñas.
- Promover la adopción del enfoque de Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas en la gestión municipal, fortaleciendo las capacidades de los gobiernos locales para identificar riesgos, mejorar las condiciones de seguridad urbana y garantizar el uso equitativo e inclusivo de los espacios públicos por parte de mujeres y niñas.
Alcance de los objetivos
La consultoría comprende la provisión de asistencia técnica especializada, acompañamiento metodológico y fortalecimiento de capacidades institucionales dirigidos a los gobiernos autónomos municipales de: El Alto, La Paz, Viacha, Uyuni, Caracollo; con el propósito de incorporar los enfoques de género, prevención y atención de la violencia, derechos humanos y Ciudades Seguras en la gestión pública local. Para ello, se desarrollarán las siguientes acciones:
- Revisar instrumentos municipales de planificación, gestión y normativa vigente, identificando oportunidades de mejora para la incorporación de medidas de prevención de la violencia contra mujeres y niñas.
- Brindar acompañamiento técnico a los gobiernos municipales para la integración transversal del enfoque de género y de acciones de prevención de la violencia en políticas, planes, programas y proyectos municipales.
- Fortalecer herramientas institucionales orientadas a la prevención del acoso sexual y otras formas de violencia en espacios públicos, incluyendo diagnósticos, protocolos, rutas de atención, guías y mecanismos de seguimiento.
- Asistencia técnica para la formulación y adecuación de normativa, programas, proyectos e instrumentos de planificación y presupuesto sensibles al género, promoviendo la asignación de recursos para la igualdad y el ejercicio de los derechos de las mujeres.
Elaboración de recomendaciones técnicas y estrategias de sostenibilidad que contribuyan a la institucionalización de las acciones implementadas y al fortalecimiento de la respuesta municipal frente a la violencia contra mujeres y niñas. La consultoría comprende asistencia técnica especializada, acompañamiento metodológico y fortalecimiento de capacidades institucionales dirigido a gobiernos autónomos municipales priorizados.

Forma de pago
El pago por los servicios se realizará luego de la entrega de cada producto establecido en la tabla siguiente, sujeto a conformidad y aprobación por parte de ONU Mujeres de acuerdo con el cronograma a continuación. Al tramitar el último pago, este debe ir acompañado de la evaluación de rendimiento de el/la consultor/a junto con el certificado de pago (COP por sus siglas en inglés) para procesar el pago final.

El contrato determina la inclusión de todos los costos (Impuestos de ley, beneficios sociales, seguro, etc.); la Organización no asumirá costos o beneficios adicionales a los honorarios por servicios.
Asimismo, el consultor/a deberá realizar la entrega de factura de ley correspondiente a cada producto según las condiciones de pago. De ser seleccionado/a para esta vacante, se requerirá presentar prueba de cobertura médica dentro de los dos primeros meses del contrato.
Supervisión y evaluación de desempeño
La consultoría será gestionada por ONU Mujeres Bolivia. La supervisión de esta consultoría será realizada por el área de Erradicación de la violencia de género de ONU Mujeres Bolivia.
La/El Consultor/a no es funcionario/a de Naciones Unidas y realizará las actividades relativas a su consultoría en formato presencial. La persona consultora desarrollará sus actividades en el marco de la región de los Andes, realizando los desplazamientos necesarios a los municipios priorizados El Alto, Viacha, La Paz, Uyuni y Caracollo, con el propósito de acompañar los procesos institucionales orientados a la incorporación del enfoque de Ciudades Seguras y Espacios Públicos Seguros para Mujeres y Niñas en los instrumentos de planificación, programas, proyectos, normativa municipal y mecanismos de gestión.
Los viajes oficiales serán programados de acuerdo con el cronograma de trabajo aprobado, considerando reuniones técnicas, coordinación con autoridades y equipos municipales, levantamiento de información, asistencia técnica y seguimiento a los avances del proceso de fortalecimiento institucional.
Es responsabilidad del/la consultor/a obtener información primaria y secundaria de otras fuentes, si fuera el caso necesario.

IV. Calificaciones requeridas
El proceso de selección se realizará a través de un desk review, en el que se realiza primero una verificación formal de que las postulaciones cumplan con las pruebas documentales para ser examinadas y los requisitos mínimos establecidos para la consultoría. Luego, se realiza la evaluación técnica de las candidaturas recibidas, que serán calificadas en base a requisitos técnicos establecidos en la siguiente tabla de calificación:
a. Profesional con título universitario en Ciencias Sociales, Ciencia Política, Desarrollo Social.
b. 5 años de experiencia profesional general.
c. Formación complementaria en género, derechos humanos, prevención de violencia contra mujeres y niñas, políticas públicas, planificación municipal o áreas relacionadas. Se asignará puntaje según nivel de formación acreditada: Maestría/Diplomado/especialización y estudios de posgrado relacionados.
d. Experiencia específica en gobiernos autónomos municipales y planificación estratégica. Se valorará experiencia en elaboración, actualización, revisión o acompañamiento técnico de PTDI, PEI, POA u otros instrumentos de planificación y gestión municipal.
e. Experiencia en elaboración, revisión o fortalecimiento de instrumentos técnicos vinculados a igualdad de género y prevención de violencia contra mujeres y niñas. Incluye protocolos, rutas de atención, guías, diagnósticos, propuestas normativas, planes, programas o documentos similares.
f. Experiencia en asistencia técnica, capacitación o fortalecimiento de capacidades institucionales. Se valorará experiencia con servidores públicos, gobiernos locales, organizaciones sociales u otros actores en procesos relacionados con género, derechos humanos, prevención de violencia o gestión pública.
g. Experiencia específica en iniciativas, proyectos o programas relacionados con Ciudades Seguras, espacios públicos seguros, prevención del acoso sexual callejero o seguridad urbana con enfoque de género.

Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women is currently implementing a regional project on “Women’s Economic Empowerment in the South Caucasus” Phase III (WEESC III) funded by the Swiss Agency for Development and Cooperation (SDC). The project has started in September 2024 and will last till August 2026. The first phase of the project took place during 2018-2020, followed by the second phase during 2021-2024. The overarching goal of the project is to ensure that women, particularly the poor and socially excluded, in the South Caucasus countries, including Azerbaijan are economically empowered and participate in relevant decision-making. Despite notable advancements, Women's Economic Empowerment (WEE) remains a significant challenge in the South Caucasus. Factors such as low female participation in formal employment, gender wage disparities, unequal political engagement, and women bearing disproportionate responsibility for caregiving all contribute to limited access to financial services for women and hinder their economic empowerment. Additionally, pervasive gender stereotypes and discriminatory practices persist across all three countries, further impeding progress in WEE.
The project aims women, particularly the poor and socially excluded, are able to use skills, economic opportunities, relevant information, network and support to become farmers/entrepreneurs or to join the formal labour sector in the South Caucasus countries. The project is planning to achieve this through an increased understanding of the Women’s Empowerment Principles (WEPs) of private sector and institutionalize measures that benefit women, specifically in rural areas among others. With this purpose the activities will be caried out in Azerbaijan, focusing on providing technical support to companies to raise awareness of and adopt the UN Women/UN Global Compact WEPs. The aim is to implement gender-responsive corporate policies and practices that enhance women’s access to decent work and promote the inclusion of more women-owned and collective enterprises in supply chains. This technical support will equip private companies with tools to develop and implement gender-responsive corporate policies and practices that increase women’s access to decent work. Target companies will include medium- and large-sized businesses operating in or with supply chain links in rural areas to integrate more women-owned enterprises in their supply chains.

The assignment will be carried out during the period of 10 September to 30 October 2026, in close consultation with UN Women and relevant national stakeholders.
Description of Responsibilities / Scope of Work
Under the overall guidance of UN Women Programme Specialist based in Armenia and in close coordination with relevant national counterparts, the National Consultant will provide technical and substantive support for the preparation of the Action Plan for implementation of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence.
The consultant will undertake the following tasks:
- Targeted desk review and analysis of the national framework and the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Convention requirements: Conduct a focused review and analysis of relevant national legislation, policies, strategies, action plans, institutional frameworks, and existing materials provided by the Ministry of Labour and Welfare concerning the prevention and combating of violence against women and domestic violence, alongside the relevant provisions and requirements of the Convention. The review will build on existing relevant assessments, reviews, and other work concerning Armenia’s implementation of and alignment with the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence, with a view to avoiding duplication and ensuring complementarity with previous and ongoing work. Based on this analysis, the review will identify key priorities, gaps, and areas requiring further attention in the national Action Plan, including in relation to prevention; protection and support; prosecution; integrated policies; and institutional coordination.
- Stakeholder Consultations: In close coordination with UN Women, support and facilitate consultations with relevant stakeholders, including relevant government institutions, civil society organisations, women’s rights organisations, and specialist service providers, to identify priorities, gaps, institutional responsibilities, and proposed actions.
- Development of the draft Action Plan: Based on the desk review, consultations and relevant international standards, develop a comprehensive draft Action Plan for implementation of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence. The Action Plan should include clear objectives, priority areas, activities/actions, responsible and partner institutions, implementation timelines, indicators, and monitoring arrangements.
- Institutional roles and coordination: Support the identification and clarification of the roles and responsibilities of relevant institutions in preparing for ratification and subsequent implementation of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence, and propose appropriate coordination, governance and accountability mechanisms. This should include an assessment of Armenia’s existing coordination mechanism(s) against the requirements of Article 10 of the Convention, including their mandate, functions, composition, institutional positioning, resources and capacity to coordinate, implement, monitor and evaluate relevant policies and measures. Based on this assessment, identify any gaps or areas requiring strengthening and provide recommendations for institutional and coordination arrangements to support effective implementation of the Convention.
- Monitoring and reporting framework: Develop a practical monitoring and reporting framework for the roadmap, including measurable indicators, expected results, responsible institutions, timelines, and proposed means of verification, to enable systematic monitoring of progress in preparing for ratification and subsequent implementation of the Convention. The framework should be designed to support the monitoring of implementation of a government-led Action Plan, as well as to facilitate Armenia’s future reporting to GREVIO.
- Validation of the Action Plan: Present the draft Action Plan to UN Women and relevant stakeholders and facilitate a validation process to collect substantive comments and recommendations.
- Finalization: Revise and finalize the Action Plan based on feedback received from UN Women, national counterparts and other relevant stakeholders and submit the final document together with a brief report summarizing the consultation and development process.
- Inception report and workplan, including the proposed methodology, timeline, key stakeholders to be consulted and approach to developing the Action Plan by September 24, 2026 (2 days).
- Desk review and analytical summary identifying key priorities, gaps and areas requiring action for effective implementation of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Convention in Armenia by September 29, 2026 (5 days) .
- Stakeholder consultation process, including preparation and facilitation of consultations and a brief summary of key findings and recommendations by October 5, 2026 (5 days).
- First draft of the Action Plan, including objectives, actions, responsible institutions, timelines, indicators and monitoring arrangements by October 15, 2026 (10 days).

This will entail conducting a thorough financial assessment of planned interventions, establishing clear cost metrics for line ministries, and aligning the Action Plan with national budgetary processes to guarantee viable, long-term funding for survivor protection, prevention strategies, and multi-sectoral response systems
The assignment will be carried out during the period of 20 September to 30 October.
Description of Responsibilities / Scope of Work
Under the overall guidance of UN Women UN Women Programme Specialist based in Armenia and in close coordination with the relevant national counterparts, the National Consultant will provide technical expertise for the costing of the Action Plan for implementation of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence .
The consultant will undertake the following tasks:
- Desk review and analysis: Conduct a targeted review of the draft Action Plan, relevant national strategies, programmes, budgets, expenditure frameworks and other relevant documents to understand the existing resource allocation and financing arrangements related to prevention and response to violence against women and domestic violence.
- Development of costing methodology: Develop and agree with UN Women on an appropriate methodology and costing framework for estimating the financial requirements of the Action Plan. The methodology should be practical, transparent and adapted to the Armenian national planning and budgeting context.
- Identification of cost components: Review the proposed objectives, activities and measures under the Action Plan and identify the key cost components and assumptions required for costing each activity, including human resources, capacity development, service provision, institutional strengthening, communication and awareness-raising, monitoring and evaluation, and other relevant costs.
- Data collection and consultations: Consult relevant government institutions and other stakeholders to collect available financial, budgetary and programme data necessary for the costing exercise and validate key costing assumptions.
- Costing of the Action Plan: Develop detailed cost estimates for the activities and measures included in the Action Plan, including annual and overall financial requirements, as applicable. The costing should clearly present the methodology, unit costs, assumptions, quantities and calculations used.
- Analysis of existing resources and financing gaps: Where information is available, assess existing or planned national budget allocations and other potential resources relevant to implementation of the Action Plan and identify indicative financing gaps and resource requirements.
- Integration of costing into the Action Plan: Ensure that the costing framework and estimates are appropriately reflected in the structure of the Action Plan and aligned with its objectives, activities, implementation timelines and responsible institutions.
- Validation of costing: Present the preliminary costing and methodology to UN Women and relevant national stakeholders, explain key assumptions and calculations, and facilitate discussion and validation of the proposed estimates.
- Finalization: Revise and finalize the costing of the Action Plan based on comments and data received from UN Women and relevant national stakeholders and provide the final costing framework, calculations and supporting documentation.
Deliverables
The consultant will be responsible for the following key deliverables:
- Inception report and workplan, including the proposed costing methodology, approach, data requirements, timeline and key stakeholders to be consulted by September 22, 2026 (1day).
- Costing methodology and framework, including proposed cost categories, unit-cost approach, assumptions, data sources and calculation methodology by September 26, 2026 (2 days).
- Data collection and costing template, populated with available financial and programme data and agreed costing assumptions for activities included in the Action Plan by September 28, 2026 (5 days).
- First draft of the detailed costing of the Action Plan, including activity-level cost estimates, annual and total resource requirements, key assumptions and, where feasible, an analysis of existing resources (secured, planned and potential resources) and indicative financing gaps by October 5, 2026 (6 days).
- Presentation and validation of the draft costing with UN Women and relevant national stakeholders, including documentation and incorporation of substantive comments and additional financial information received by October 7, 2026 (2 days) .
- Final costing of the Action Plan for implementation of the the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence, including a detailed costing matrix, methodology and assumptions, overall and annual financial requirements, and a brief analytical note outlining key findings, financing considerations and recommendations for implementation by October 12, 2026 (4 days).

Ending violence against women (EVAW) is a priority area in UN Women’s Strategic Plan and a core focus of the Regional Office for Asia and the Pacific (ROAP). The SVRI Forum is the world’s leading global research conference on violence against women, violence against children and other forms of gender-based violence, convening more than 1,500 researchers, practitioners, survivors, policymakers, funders and activists every two years. The 2026 Forum is co-hosted by the Southeast Asia Gender-based Violence Prevention Platform and the UN Joint Programme on Gender-based Violence Prevention in Southeast Asia. UN Women ROAP is engaged across the Forum as co-host, presenter and exhibitor, generating a significant volume of registration, logistical, travel, procurement, coordination and communications tasks in the lead-up to, during and after the event.

Description of responsibilities
- Event organization and logistics support
